- The U.S. Department of Health and Human Services (HHS), Administration for Strategic Preparedness and Response (ASPR), Strategic National Stockpile (SNS) intends to purchase Transportation and Logistics Global Positioning System (GPS) devices to be used during a public health emergency. The Contractor shall provide Global Positioning System (GPS) devices, Solo 5G Tracker, Non-Lithium P/N TT-7100 or equal, to include: Rechargeable Nickel-Metal Hydride battery (2200 mAh, 3.6 V) Active life: 22+ days (60 min reporting interval), Software Access, Website or Web link, Shelf life: 12 months. Transportation and delivery of 100 each tracking devices shipped via overnight delivery to City and State identified by the SNS. Pursuant to Presidential Decision Directives 39 and 62 and Sections 311 and 319 of the Public Health Service Act, SNS storage locations are sensitive and should not be disclosed. The exact location shall be provided at time of contract award. The objective is the purchase of tracking devices to be integrated with the movement of Strategic National Stockpile (SNS) pallets while SNS product is enroute to a delivery location. As SNS committee to enhancing efficiency, safety, and transparency in our logistics operations, we believe that this tracking devices will significantly benefit our operations by providing real-time Global Positioning System (GPS) visibility, a GPS location of SNS product and improved management of our shipment�s locations at a 100% accuracy. The purchase these tracking devices shall meet SNS logistical operational needs. This is a notice of intent and not a request for proposals. The Government intends to solicit, negotiate and award to only one contractor using Simplified Acquisition Procedures pursuant to FAR Subpart 13.106-1(b)(1). A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within five business (5) days of this posting. All interested responsible sources may submit a quotation/response emailed to Contracting Officer, Lawrence McCoy, lawrence.mccoy@hhs.gov on or before December 17, 2024 by 5:00pm (EST). A determination by ASPR/SNS not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government. The Administration for Strategic Preparedness and Response (ASPR) leads the nation in preventing, preparing for, responding to, and recovering from the adverse health effects of emergencies and disasters by supporting our communities� ability to withstand adversity, strengthening our health and response systems, and enhancing national health security. The mission of the Strategic National Stockpile (SNS), of the U.S. Department of Health and Human Services (HHS) ASPR, is to ensure the availability and rapid deployment of life-saving pharmaceuticals, antidotes, other medical supplies, and equipment necessary to counter the effects of biological, chemical, radiological, natural disasters or other emerging infectious disease agents and pandemic events. When state, local, tribal, and territorial public health and healthcare systems request federal assistance to support their response efforts, SNS ensures that the right medicines and supplies get to those who need them most during a public health emergency or pandemic event. During a public health emergency, federal stockpiles of medical and testing supplies may need to be distributed and dispensed to people throughout the country.
