- Description
- 1. Scope. The offeror shall install DESMA SmartWall devices and relevant Open Platform Communications Unified Architecture (OPCua) licensing for twenty-two (22) existing DESMA machines equipped with the DRC 2020HT and 2030 TBM control systems in preparation to allow connection to the RRAD Industrial Controls Network (ICN) via industry OPCua communication protocols. Upon completion, these upgrades will provide future network connectivity capability for these machines for live data collection & management via RRAD�s internal Manufacturing Execution System (MES) system of choice once the RRAD ICN is completed and operational. This project will rely on close collaboration between the SmartWall vendor and RRAD IT, Production and Maintenance personnel to optimize network connectivity and data transfer. 1.1. Place of Performance. The items acquired via this contract shall be delivered, installed, and made fully operational at building 493 Rubber Products at Red River Army Depot located at Texarkana, Texas 75507. 1.2. Period of Performance. The vendor shall furnish and install all devices, software and software license no later than 6 months after the date of contract award. 1.3. Recognized Holidays. The contractor shall not perform on-site work on the following holidays: 1.3.1. New Year�s Day 1.3.2. Martin Luther King Jr.�s Birthday 1.3.3. President�s Day 1.3.4. Memorial Day 1.3.5. Juneteenth National Independence Day 1.3.6. Independence Day 1.3.7. Labor Day 1.3.8. Columbus Day 1.3.9. Veteran�s Day 1.3.10. Thanksgiving Day 1.3.11. Christmas Day (Including RRAD Christmas Shutdown) 2. General Requirements. 2.1. Item Condition. The items offered shall be new and a current production model. A current production model is defined as the manufacturer�s current production model which, on the date this solicitation is issued, has been designed, engineered and sold or is being offered for sale through advertisements or manufacturer�s published catalogue or brochures. Products such as a prototype unit, pre-production model, or experimental units do not qualify as meeting the requirements specified herein. The devices shall be complete, so that when connected to the utilities identified herein, it can be used for any function for which it was designed and constructed. 2.2. General Safety. The devices shall be fitted, if necessary, with safety devices or coverings for any parts that present safety hazards. 2.3. General Standards Compliance. General compliance shall include, but not necessarily be limited to the following: 2.3.1. Occupational Safety and Health Administration (OSHA) 29 CFR 1910: Code of Federal Regulations, Occupational Safety and Health Standards 2.3.2. National Fire Protection Agency (NFPA) 70: National Electric Code (NEC), most current edition. 2.3.3. Vendor shall comply with all local, state, and federal safety, security, and environmental regulations. 2.4. Environmental Protection. No Environmental protection controls necessary for this purchase. 2.5. Interchangeability. All parts of the end item shall be manufactured to standards and tolerances that will provide for the interchangeability of respective parts between end items of the same model without modification of the part or the equipment. All replacement parts shall be available commercially within the continental United States. 2.6. Controls. All mechanical and electrical requirements for operation shall be located convenient to the operator's work station(s) at each machines Human/Machine Interface (HMI) location. 2.7. Device Installation. The installed devices shall be constructed of parts that are new, without defects and free of repairs. The devices shall include all components, parts, and features necessary to meet the performance requirements specified herein. All parts subject to damage from environmental hazards (such as dust, debris, or residue) shall be sealed or otherwise protected. The structure shall withstand all forces encountered during the operation of the devices to its maximum rating and capacity without permanent distortion or failure. 2.8. Surfaces. All surfaces shall be clean and free of harmful or extraneous materials. Except as otherwise specified herein, the condition and finish of all surfaces shall be in accordance with the manufacturer's commercial practices. 2.9. Maintainability. The devices shall be designed and constructed to permit maintenance personnel to easily service the devices using a minimal number of tools. All parts subject to wear, breakage, or distortion shall be accessible for adjustment, replacement, or repair. Consistent with required maintenance and design of the installed devices, the vendor shall provide any special tools required to service the unit. 3.1 DESMA SmartWall: Twenty two (22) ea. SmartWall�s shall be required at each press in TABLE I, and it shall allow for easy and secure connection of DRC 2020 HT and 2030 TBM equipped DESMA machines to a factory network via Ethernet cable. 3.1.1 The use of this device shall provide a hardware firewall between the internal machine network (Operator panel + PLC) and the factory network. When configured and installed, the SmartWall device shall enable networking functions like File Transfer Protocol (FTP), remote service, and future needs like OPCua or Modbus integration. TABLE I (SEE AS AN ATTACHMENT) NOTE: RRAD #11, highlighted in red, is currently being manufactured by DESMA and the Smartwall Device will be installed during the manufacturing process. 3.2 DESMA OPCua: OPCua at each DESMA press shall provide Industry standard machine communication protocol interfaces which will enable the following functions: 3.2.1 Broadcast of live machine data to and from MES or similar software (provided by RRAD). 3.2.2 Include standard data tags as defined by DESMA. 3.2.3 Include license, software, and integration at the machine controller for output to RRAD ICN MES system via SmartWall. 3.2.4 Include onboard software at each machine controller to check incoming data validity. 4. Utilities. The SmartWall devices shall be powered from the internal power located inside of the existing electrical control boxes of each DESMA Rubber Injection Press. RRAD will provide one (1) physical Ethernet (CAT-5) connection to each Rubber Injection Press and two (2) dedicated static IP addresses per machine to be connected. No award will be made as a result of this sources sought. No reimbursement will be made for any Desma SmartWall Devices. Costs associated with providing information in response to this sources sought or any follow up information requests. This sources sought is only to seek information from industry.
