Title: FOIA Administration Support Office of the Staff Judge Advocate, Joint Task Force � Guantanamo Bay (JTF-GTMO), Cuba � PAN410-25-P-0000 000264 THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THERE WILL NOT BE A SOLICITATION AVAILABLE AT THIS TIME. The 410th CSB RCO-GTMO in Guantanamo Bay, Cuba requests letters of interest from POTENTIAL CONTRACTORS concerning the potential project described below. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses to this source sought announcement will be used by the Government to make appropriate acquisition decisions. Responses are to be sent via email to Gustavo Baron at Gustavo.a.baronriveros.mil@mail.mil and Ericka T. Collins at Ericka.t.collins.mil@mail.mil no later than 11:00 a.m. EST 6 January 2025. This project will be located at Naval Station Guantanamo Bay, Cuba. The North American Industry Classification System code (NAICS) for this acquisition is 541611� Administrative Management and General Management Consulting Services. Project Description: The contractor shall provide non-personal services to assist in the expedient processing of all FOIA requests. This work will include but is not limited to: (1) the initial review of FOIA requests; (2) the planning and coordination of document searches; (3) a review of responsive documents and proposed redactions; (4) the application of FOIA exemption redactions utilizing the Redact Express program, as well as other industry redaction programs, (5) follow-up support and training for JTF-GTMO personnel; (6) the organization, archiving, designing, developing, maintaining, or operating within a system of government records for retrieval; and (7) quality assurance reviews for redactions submitted by JTF-GTMO directorates. Key Personnel: The FOIA Site Lead Specialist and FOIA Processing Agent are considered key personnel by the Government. The duties for both positions may not be performed by the same individual. The FOIA Site Lead Specialist shall conduct overall management, coordination, and provide liaison with the Government. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and two (2) 6-month option period. Interested CONTRACTORS shall submit a narrative demonstrating their experience with construction projects of similar nature as described under the Project Description. Further, please include in your responses to the following questions (in the exact order): Organization name, address, email address, website address, telephone number, and business size (small or large). Include Unique Entity Identity number (UEI) number, CAGE code, and current status on sam.gov. Identify whether the firm is small business, woman, minority, 8(a) or veteran�s owned and if currently certified. Firm�s interest in providing a proposal on the pending solicitation once issued. Experience: Evidence of capabilities of the prime contractor to perform work comparable to that required for this project. Provide at least two (2) recent relevant/comparable projects completed within the past ten years. Include the project name; dollar value of the project; description of the project, contract type (e.g., Firm Fixed Price, etc.) and contract number (include task order number if applicable). 5. Have you done work in Guantanamo Bay? Have you done work overseas? Narratives shall be no longer than 15 pages. Comments must be in the exact format as indicated above, and must include submitter�s name, phone number, and email address. Responses are due no later than 11:00 a.m. (EST) on 6 January 2025. All interested contractors must be registered in the System for Award Management (SAM) to be eligible for award of Government contracts. Comments will be shared with the Government, the Customer, and the Project Delivery Team, but otherwise will be held in strict confidence. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM POTENTIAL CONTRACTORS.
