- Description
- This is a sources-sought for software and training integration services for the Learning and Human Capital Industry Solutions (L/HCIS) and USALearning� products and services. The contract would provide for the design, development and implementation of a USALearning Experience Platform. This platform would be based upon open-source software code that can be customized, internalized and be government owned regarding enhancements, customizations and integrations across multiple learning related software. This includes but is not limited to open-source learning management systems (LMS), talent management systems (TMS), learning record stores (LRS), social learning platforms, student information systems and ecommerce support designed for government, & informal learning content management and support. This informal learning content management and support includes curation support, adaptive learning, artificial intelligence learning solutions, and human competency management and integration with a LMS/TMS and/or LRS. L/HCIS desires a modular, customizable, and updateable system based upon the above existing and emerging learning technology advancements which may or not exist. The ideal solution will support a variety of Federal Government requirements and may include one or all the components described in the paragraph above that would exist in a total learning ecosystem architecture. In developing the full spectrum of learning and human capital systems, we can reduce the time for customization and implementation for customers while offering innovative solutions that can meet the most demanding consumers of human and training related data and delivery support. Systems implementation must be capable of certification for various cybersecurity requirements including FedRAMP for Federal Agencies and Impact Level for DoD or both. Various login and firewall customizations may include multiple levels of security access, including PIV, CAC, public access and classified levels for some implementations. In addition, the Integrator will provide a general contractor type of support for integration of third-party commercial talent/learning software platforms. An example of this would be a customer that utilizes a commercial LMS and is integrating with an assessment platform or providing a hybrid combination of software and training services support, such as LMS licensing combined with LMS administration support. Interested parties shall submit a summary of their capabilities, no longer than two pages, to the POC and alternate POC by the notification deadline. This information may be used to assist in a set aside determination and/or market research for a future procurement to be initiated in 2025.
