Description
This pre-solicitation notice provides notice of the Government's intent to issue a solicitation where a Contractor shall plan, resource, design, supervise, and facilitate the construction of a multifunctional facility that serves as a warehouse and maintenance bay (with classrooms, offices, and training spaces, and an external motor pool,) at Camp Michel. The Sources Sought notice was 19AQMM25N0023. Place of Performance: Shall be Ghana�s Camp Michel, town of Tema, Ghana. Period of Performance: 11 months from the issuance of the Notice to Proceed (NTP) Order of Magnitude: More than $10,000,000 IAW FAR 36.204(h) Competition Procedures: Full and Open (unrestricted). Basis of Award: Lowest Price Technically Acceptable (LPTA) Contract Type: Hybrid Contract - Firm Fixed Price (FFP) for construction CLINs and Cost Reimbursable for the Defense Base Act (DBA) insurance. The approximate acquisition schedule is as follows: The synopsis will be posted for at least fifteen (15) days. On or around January 17, 2025, the Government plans to post the solicitation on the System for Award Management (SAM): http://sam.gov. No paper copies will be mailed. Once posted, offerors will have approximately fifty (50) days to submit proposals. All dates are subject to change. The Question and Answer (Q&A) period opens with the posting of the solicitation and ends on the date specified in Section L of the solicitation. All announcements and amendments made to the solicitation will be posted to SAM (http://sam.gov). Only emails following the Q&A instructions in Section L of the solicitation will be accepted. No other emails or phone calls will be accepted. Offerors shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform the required work in Ghana. Offerors shall be registered in SAM to be eligible for award.
