- In accordance with FAR 5.204, this announcement constitutes the pre-solicitation/synopsis notice required in advance of the formal solicitation to procure Advisory and Assistance Services (AAS) for the Strategic Integration (SI) Directorate of the Defense Threat Reduction Agency (DTRA). Additional details and attachments will accompany the formal solicitation to be released by December 2024 under RFP number HDTRA1-24-R-0057. The overall scope of the work is to acquire subject matter expertise to provide fully integrated AAS support to the SI Directorate in the daily performance and execution of its Combat Weapons of Mass Destruction (CWMD) and DTRA Information Resilience Office (IRO) missions. These services are considered non-commercial in nature. The resultant contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) with both Cost-Reimbursement and Firm-Fixed-Price line items and a five-year ordering period. Individual requirements will be issued as Task Orders (TOs) citing one or more-line items from the basic contract. All potential Offerors will be required to submit documentation detailing how they are currently working within DTRA, to determine if an Organizational Conflict of Interest (OCI) exists. The required OCI Disclosure Document submission date will be specified within the RFP. Contract award is currently anticipated no later than May of 2025. This will be an unrestricted competition (Not set aside for Small Business Concerns). Accordingly, all responsible sources may submit a proposal for consideration by the agency. If the successful offeror is a large business concern however, they will be required to submit a subcontracting plan for approval prior to award.
