- This notice is a Combined Synopsis/Solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 �Streamlined Procedures for Evaluation and solicitation for commercial Items,� as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIAID-25-2250179 and the solicitation is issued as a Request for Quotes (RFQ). This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01, November 12, 2024. The North American Industry Classification System (NAICS) code for this procurement is 811210, Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $34 million. The requirement is being competed full and open competition, un-restricted, and without a small business set-aside. The National Institute of Health (NIH), Laboratory of Immunoregulation (LIR), has a requirement to obtain a service contract on one (1) unit of the Cytek Aurora 5-laser Flow Cytometer, s/n Y1430/FG238 located in building 10. With LIR research efforts focused on elucidating cellular mechanisms of regulation of the human immune system in health and disease, especially HIV and COVID-19 diseases, LIR have a need for continual maintenance of this instrument that is critical for performing high-dimensional immunophenotyping on human cell products collected from NIH clinical protocols. This is a sensitive and delicate instrument that is in high demand and with few alternatives when it fails. It requires a service contract and regular maintenance to keep it in good working order. Specifications of requirement: A one (1) Year Premium Service for Cytek Aurora 5 Laser with loader - UV/V/B/YG/R Serial# Y1430/FG238, Product # N9-90136 Support to include the following: Includes 2 preventive maintenance inspections per year All non-consumable parts, travel, and labor for repair visits 24-hour (maximum) response time for technical support and 48-hour (maximum) response time for non-functional instruments, with escalation to the top of our priority field service job queue On-site and remote assistance, including assistance with panel design, data analysis, assay optimization and troubleshooting, and general scientific consultation (�TAS assistance�), by a dedicated regional Technical Applications Specialist (TAS) Unlimited telephone technical support. * Guaranteed Response Time equal to the manufacturers direct contract, to ensure minimal down time of instrumentation. *Third-party vendors must include their guaranteed response time to make any emergency calls made to manufacturer, as well as documentation of OEM trained technicians is required. *Third party vendors must provide a letter from the manufacturer stating that a billable contract on our behalf will indeed have the same Guaranteed Response Time given to that of a direct contract holder. Payment Terms: Quarterly in Arrears. Period of Performance: Period of performance for full performance is 01/2/2025 through 12/31/2025. Place of Performance: NIH, NIAID, 10 Center Drive, Bldg 10, 6A11, Bethesda, MD, 20814 FOB: Destination The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein.
