- This Sources Sought is for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, Request for Proposal or as an obligation on the part of the Government to acquire any products or services described herein. Your response to this sources sought will be treated as informational only. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office is seeking information on qualified and experienced small business sources for planning purposes to provide services in support of the United States Naval Community College (USNCC). THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SOURCES SOUGHT REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR PROPOSALS, WHEN ISSUED. In February 2019, the Secretary of the Navy directed the establishment of the United States Naval Community College (USNCC). This recommendation was based on the exhaustive Education for Seapower study (E4S), which found that the Naval Services were not utilizing fully the talent and intellectual potential of America�s enlisted Sailors and Marines. The USNCC will be the primary means for the Naval Services to provide educational opportunities to the entire enlisted workforce to prepare for future challenges. Sailors, Marines, and Coast Guardsmen will enroll in the USNCC to pursue certificates, associate degrees, and related credentials to both improve operational readiness and warfighting advantage, but also to provide connection for the service member to lifelong learning and bachelor�s degrees. Sailors and Marines, once enrolled in the community college, will accrue appropriate college credit on their USNCC transcript when they complete military skills-based training schools. These Sailors and Marines will be able to progress towards stackable certificates (where applicable) and a relevant Navalized accredited associate degree at the USNCC, at no cost, once they have completed their accessions training pipeline. While the USNCC will be an accredited institution, the nature of the school will always be organized as a consortium. Until USNCC achieves its accreditation courses, programs and degrees will be issued by high-quality, accredited civilian education partners with successful track records of delivering associate degree programs online. By late 2027, the USNCC anticipates becoming the primary degree grantor, but it will still deliver its programs in consortium with these partner institutions. Basic Requirements. Contractor support is required for the following requirement: The USNCC requires an industry systems integrator with DOD/DON and Higher Education IT experience to support its education systems and programs with students. The contractor must integrate, configure, customize, and maintain a scalable eLearning ecosystem able to support the full student lifecycle for 25,00 enrolled students per year, including SaaS Student Information System (SIS), a Learning Management System (LMS), Articulation Database (ADB), College Source Transfer Evaluation System (TES), MuleSoft, Data Warehouse (DWH), Reporting tools, and a Student Portal (CRM and CMS), along with various sub-systems and supporting system interfaces with Department of Defense (DoD) and Department of Navy (DoN) systems such as Defense Manpower Data Center (DMDC), DISA Global Federated User Director (GFUD), Joint Services Transcript (JST), as well as numerous public and private university partners. Additionally, the contractor must develop and optimize complex scripts, queries, manage security, workflows, and system configurations to ensure seamless automation, optimal performance, and robust data integration across multiple systems and multi-cloud environments. Moreover, the contractor must implement cutting-edge technologies to keep the ecosystem at the forefront of innovation and apply best practices in the student lifecycle. This includes leveraging technology to enhance student retention, increase enrollment, minimize attrition, and enable efficient tracking of degree audits. Business processes, automations, data integrations and data measures must be of sufficient quality, completeness and accuracy to enable the USNCC to efficiently support the student population with a reduction in manual workload and in a fiscally responsible manner. A Firm Fixed Priced (FFP) non-personal services contract is anticipated that will consist of a one year base period and four, one year option periods. It is anticipated that this requirement will utilize both FAR Part 12 and FAR Part 15 procedures. The North American Industrial Classification System (NAICS) code for this acquisition is 541330. Firms possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this source sought notice via the submission of an executive summary, no more than three (3) pages in length. Responses must use twelve-point Times New Roman font. The submission should include the following information: 1) company name, address, and point of contact with corresponding phone number and e-mail address 2) Unique Entity ID (UEID), business size and classification 3) relevant corporate experience information. Relevant corporate experience information is defined as experience (within the past five years) that is of the same or similar services to that which is described herein and a technical description of ability to meet the requirement (2 references). The corporate experience should include the applicable contract number, total number of FTE, contract period of performance, a brief description of the services provided AND the relevancy of the services to the proposed requirement. A customer point of contact with corresponding telephone number and e-mail address should also be included. A brief description of the capability and resources should accompany the references and address technical competencies and organizational experience relative to the key task areas. Standard brochures and/or paraphrasing of the Source Sought Notice will not be considered sufficient to demonstrate the capabilities of an interested party.
