Description
Sources Sought Synopsis: THIS A RFI NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential small business firms capable of providing the supply and/or services described herein prior to determining the method of acquisition. The NAICS contemplated for this requirement is 112920 Horses and Other Equine Production - limited dollar amount of $2,750,000 Product Service Code is R499, Support Professional: Other The Contract Type is anticipated to be Purchase Contract. This RFI is for market research purposes only. Responses to this Request for Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents shall not submit any proprietary information when responding to this RFI. Respondents shall also note that the Government will not return any information submitted in response to this RFI. The Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents shall submit capability statements that clearly define the company's ability to provide the services stated in this RFI. This requirement supports the U.S. Army Caisson Platoon conducts memorial affairs operations in support of all Joint Services in Arlington National Cemetery to honor our Nation�s fallen service members and their families. On order, the Caisson Platoon provides assets in support of State Funeral missions and key strategic engagement ceremonies in and beyond the National Capitol Region. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials (except for those items specified in Part 3 Government Property and Services), supervision, and other items necessary to provide a team of trained Government owned horses sufficient to convey remains during a State Funeral procession or conduct Memorial Affairs in Arlington National Cemetery (ANC). The contractor shall provide equipment and staff necessary to meet the needs of the unit. The contractor shall conduct no more than 6 iterations of an intensive 6-week training program that is sufficient to create a total of 6 squads of Military Working Equines (MWE) capable of conducting State Funeral or Memorial Affairs missions in ANC. At end state, 6 teams of 12 (MWE) are trained to conduct the State Funeral Mission and Memorial Affairs missions in ANC. The Contractor shall provide non-personal service(s). The Contractor shall provide all personnel, items, and equipment necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 Government Property and Services. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents. The contractor shall provide all personnel and equipment necessary to train up to 6 teams of Government draft horses capable of conveying a Caisson upon notification and directive from the President of the United States to conduct a military State Funeral and Memorial Affairs missions in ANC. Objectives: The contractor shall train a team of working MWE capable of conveying remains through ANC. Contracted trainers train up to 6 teams in separate sessions of MWE to successfully convey remains of State Funeral Designees through an urban environment during State Funeral Procession Operations or funerals in ANC. Contractor trains Army Caisson Soldiers each iteration to ensure that the team can drive the Caisson in the Postillion style for a Military Full Honors Funeral. Contractor assists the Government with the drafting of executive summaries that encapsulate the training performed to the level of sufficiency for the Government to conduct draft horse-hitch training on its own at the end of the Contract Period of Performance (PoP). Contractor provides detailed training timelines and agendas prior to the execution of each equine training session.
