- Update on 26 November 2024: PMS 525 will host a follow-on Industry Day (which complements Industry Days that were conducted on 20-21 October 2021 and 13-14 July 2022) on Wednesday-Thursday, 11-12 December 2024 at Springhill Suites Norfolk Virginia Beach 6350 Newtown Rd. Norfolk, VA 23502. Additional information, including registration, is available below under the Industry Day header. Update on 24 October 2024: An Informational Session regarding this presolicitation notice will be held on Wednesday, 13 November 2024 at the International Workboat Show (IWBS) at the Morial Convention Center in New Orleans, La. Please refer to SAM.gov Notice ID N00024-25-R-2310_IWBS24 for information on how to participate in this event. ***** The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation, N00024-25-R-2310, for the operation and maintenance of the four Multi Mission Surface Combatants (MMSC) during a 14-month Post Delivery (PD) period for each ship. A Professional Mariner (PM) Crew augmented with a detachment from NSWC-PHD will operate MMSC for the duration of the post-delivery period. Operational responsibilities include, and are not limited to: Safe operation and navigation of the ship Equipment planned maintenance Shipboard hotel services Routine upkeep of MMSC during PD periods in-port and at-sea The PM Crew Contractor will also be required to provide shore services in support of ship operations. A draft Statement of Work (SOW), Draft Instructions referenced throughout the SOW, and an Industry Day Questionnaire are attached to this notice. Upon request, the following information is available to interested parties: Draft Contract Data Requirements List (CDRL) package. In order to obtain this additional information, please submit a written request via email and include your organization�s CAGE code and POC that will receive the information to Dan Fisher, daniel.a.fisher46.civ@us.navy.mil. The Government requests that all interested parties submit their request for this additional information no later than 15 November 2024. The Government invites interested parties to review the draft SOW and submit any comments, recommendations, and questions using track changes and the comments features in Microsoft Word. The Government requests all feedback to the draft SOW be provided by 5:00 p.m. EST on 22 November 2024 to the contact listed in this notice. INDUSTRY DAY (Updated 26 November 2024) An Industry Day for this intended solicitation will be held in-person with a virtual option on Wednesday, 11 December 2024 (0900 to 1500 ET) and Thursday, 12 December 2024 (0900 to 1300 ET). The in-person event will take place at Springhill Suites Norfolk Virginia Beach 6350 Newtown Rd. Norfolk, VA 23502. The virtual option will be offered through the Microsoft Teams platform. The Industry Day Registration Form provides an opportunity for contractors to request a one-on-one breakout discussion with the Government. If requested, a time slot will be assigned. No audio/visual recording devices of any kind will be permitted. 11 December 2024: Industry Day Agenda 0845-0915 Check-in 0915-0930 Ground Rules/Agenda 0930-1100 MMSC Program Brief 1100-1200 Individual Breakout Discussion #1 1200-1300 Lunch Break 1300- 1400 Individual Breakout Discussion #2 1400-1500 Individual Breakout Discussion #3 12 December 2024: Industry Day Agenda (IF NECESSARY) 0900-1500: Continuation of Individual Breakout Discussions as needed Registrants will receive a link and dial-in option to the brief on 09 December 2024. The objective of this Industry Day is to discuss the scope of a proposed contract for a Professional Mariner (PM) Crew, to operate and support up to four (4) MMSC. A draft SOW for this contract was released 10 October 2024. The Navy is interested in further understanding Industry perspectives and innovative ideas in achieving the best balance of capabilities and cost for the PM Crew requirements. RFP INFORMATION A Request for Proposal (RFP) is anticipated to be released in fiscal year 2025. The RFP release will be announced via SAM.gov and interested parties must comply with that announcement. SAM.gov is the single point of entry for posting of the synopsis and solicitations to the internet. Interested offerors should monitor the SAM.gov page for release of the solicitation, and any applicable amendments. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal.public/SAM/. This pre-solicitation announcement is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this notice. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice.
