N00164-25-S-NB17 � REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � PRODUCTION, REPAIRS, INCIDENTAL SUPPORT SERVICES � PSC 5821 � NAICS 334290 Issue Date: 26 NOV 2024 � Closing Date: 16 DEC 2024 The Government is issuing this RFI/Sources Sought announcement as a part of market research for the procurement of hardware, spares, Test, Teardown, and Evaluation (TT&E) and repair, and engineering and logistics support services of Secturion-produced Ground and Airborne rack-mounted Data-At-Rest-Encryptors (DAREs). This requirement is in support of PMA-290 Maritime Patrol and Reconnaissance Aircraft (MPRA) P-8A Poseidon (P-8A) program in all phases of the Combat Systems Hardware (CSHW) sub-assemblies. Naval Surface Warfare Center, Crane Division, Crane, IN intends to award a sole-source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Secturion Systems, 520 N. Marketplace Drive Suite 203, Centerville, UT 84014 in accordance with Statutory Authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other type of supplies or services will satisfy agency requirements. The basis for restricting competition is the proprietary design of the DAREs and the manufacturer�s ability to produce them and perform TT&E and repairs and support services incidental to the supplies. These are a particular product to one manufacturer, and the unacceptable delays and duplicative cost in fulfilling the agency requirement through any other source would impact the mission. The Government is seeking information from companies mitigating the sole-source basis listed above. Responses should include availability, budgetary cost estimate, and lead time of the solution. All responsible sources shall submit a capability statement in the form of a white paper no longer than 5 pages. Responses shall also include a description with performance parameters and a statement of current availability, summary of prior production, testing, repair, and supportive services, a budgetary estimate of test articles, production units, production quantity breaks, mitigation plan to the sole source rationale (proprietary design, unacceptable delays, and duplication of cost) in the paragraph above, and identify other Government contracts with similar efforts for the Government�s consideration. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/Sources Sought does not constitute an Invitation for Bid (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies in response to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
