- NOTICE OF INTENT TO SOLE SOURCE. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Dr., Suite 600 Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Delivery Order under FAR Part 8, specifically FAR Part 8.405-6(a)(1)(B) and (C), Only One Available Source. The North American Industry Classification System (NAICS) for this requirement is 518210, Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. The Federal Supply Class (FSC) is 5836, Video Recording and Reproducing Equipment. The Small Business Administration (SBA) size standard for this sector is $40M. The intended contractor for this project is Axon Enterprises, Inc., located at 17800, North 85th Street, Scottdale, AZ 85255, USA. The place of performance is the VA Loma Linda Healthcare System, situated at 11201 Benton Street, Loma Linda, CA 92357. The Police Department has identified the need to acquire several AXON Body 3 Cameras, Side Arm Sensors, Batteries, Data Storage, and accessories. Soliciting these cameras from Axon Enterprises, Inc., is based on the established use of their equipment throughout the Veteran Healthcare Administration, which ensures operational consistency and efficiency. Transitioning to another provider would necessitate extensive training for personnel, leading to increase cost and potential disruption in service. Furthermore, Axon s body cameras are fully compatible with our existing digital evidence management system, allowing for a seamless integration that enhances our evidence handling processes. By continuing our partnership with Axon, we benefit from their proven reliability and dedicated support, while also positioning ourselves to take advantage of any future technological innovation that may arise, thereby ensuring optimal operational effectiveness. Only one vendor, Axon Enterprises, Inc., provides full capabilities in a FedRAMP approved environment. The purchase order/award will have a Period of Performance of One Year Base Period and two (2) one-year option periods. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear and compelling evidence that the responding company can provide the same items/services, and that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. The interested parties bear full responsibility to ensure complete transmission and timely receipt. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent.
