The US Army Corps of Engineers, Caribbean District, is hosting an Industry Day for the upcoming solicitation for Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3, San Juan, Puerto Rico. This is not a solicitation for proposals and no contract shall be awarded from this notice. LOGISTICS DATE: 5 December 2024 LOCATION: Centro de Emprendimiento | San Juan 159 Calle Carlos F Chardon, San Juan, 00918, Puerto Rico TIME: Registration on-site: 8:00am, AST Seminar and Q&A Session: 8:30am � 10:30am, AST One-on-one discussions with Potential Solicitors (30-minute time slots): 10:30am � 12:00pm, AST EVENT DETAILS Seminar An informative presentation will be provided with detailed information for the upcoming solicitation for Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3, San Juan, Puerto Rico. The focus will be on scope of work, design information, construction considerations, acquisition timeline, and contracting requirements. One-on-one Discussions: �One-on-one"" discussions with USACE personnel will be offered in 30-minute time slots from 10:30am - 12:00pm on a first come-first served basis, but emphasis should be placed on the interest and appropriateness of acquisition approach and procedures for Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3 as opposed to general capabilities. Attendees are encouraged to RSVP for both the event and one-on-one discussions, if interested, at earliest convenience to secure a time slot, but registration will be accepted on site prior to the start of discussions. Attendees are also encouraged to submit questions in advance to allow us to focus on areas of particular interest, but active and open discussion will be encouraged throughout. Agenda: to be posted. INSTRUCTIONS TO PARTICIPANTS In order to prepare a list of attendees of individuals participating in this Industry Day, it is requested that an e-mail be sent to Jaclyn Yocum, jaclyn.c.yocum@usace.army.mil no later than (NLT) December 2, 2024 at 5:00 pm, AST. Please title the email: �RSVP to Industry Day for Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3, San Juan, Puerto Rico.� In your email, please include the following information: Firm�s name. Name and title of those individuals participating. Contact number and e-mail address. Specify type of business, Small Business Category (if any), UEI Information and if you would like to participate as a Prime or Subcontractor. Specify if your company, if you are seeking a one-on-one breakout session for Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3, San Juan, Puerto Rico (Note: a response will be provided to you with the reserved time slot and room number). REQUEST FOR INFORMATION Questions: The Government will address questions the day of and after the event. Attendees will be given the opportunity to submit written questions during the presentation; index cards will be provided. After the Industry Day, all questions must be submitted through ProjNet (See instructions below). All questions and official/approved answers will be posted on the Sam.gov website. INSTRUCTIONS FOR SUBMITTING QUESTIONS Questions relating to this webinar and future projects are to be submitted via Bidder Inquiry in ProjNet at (https://www.projnet.org). To submit and review inquiry items, participants will need to use the Bidder Inquiry Key presented below and follow the instructions listed below the key for access. A participant who submits a comment /question will receive an acknowledgement of their comment/question via email, followed by an answer to the comment/question after it has been processed by our technical team. All timely questions and official/approved answers will be made available through ProjNet. Official/approved answers to all timely questions will also be posted on the Sam.gov website in the form of a report generated from ProjNet when all answers are finalized. We appreciate your questions and feedback by 5:00 pm, AST on December 6, 2024. Note: Please indicate the name of the project when submitting your questions. Rio Puerto Nuevo Supplemental Contract 3 � Bidder Inquiry Key: I7W97W-UH6XGS Specific Instructions for ProjNet Bid Inquiry Access from ProjNet home page: 1. Identify the Agency. This should be marked as USACE. 2. Email. Enter the email address you would like to use for communication. 3. Key. Enter the Bidder Inquiry Key listed above. 4. Click Continue. A page will then open saying that a user account was not found and will ask you to create one using the provided form. 5. Enter your First Name, Last Name, Company, City, State, Phone, Email, Secret Question, Secret Answer, and Time Zone. Make sure to remember your Secret Question and Answer as they will be used from this point on to access the ProjNet system. 6. Click Add User. Once this is completed you are now registered within ProjNet and are currently logged into the system. Specific Instructions for Future ProjNet Bid Inquiry Access from ProjNet home page: 1. For future access to ProjNet, you will not be emailed any type of password. You will utilize your Secret Question and Secret Answer to log in. 2. Identify the Agency. This should be marked as USACE. 3. Email. Enter the email address you used to register previously in ProjNet. 4. Key. Enter the Bidder Inquiry Key listed above. 5. Click Continue. A page will then open asking you to enter the answer to your Secret Question. 6. Enter your Secret Answer and click Login. Once this is completed you are now logged into the system. CONTRACT SCOPE Rio Puerto Nuevo Flood Control Project, Supplemental Contract 3: Channel Bottom and Wall Improvements, San Juan, Puerto Rico The work for the Rio Puerto Nuevo Supplemental Contract 3 includes the widening and deepening of the existing channel for flood control purposes by constructing two drilled shaft walls and dredging to the required depth. Each wall is approximately 5200 feet long with exposed heights ranging from 24 feet to 31 feet and will be tied together with a cap beam. Construction of the walls will require temporary sheet piling to maintain a minimum flow area for flood events. This contract also includes a tie-in structure at the Josefina Confluence, a transition the existing river upstream, and a transition to an existing project at the downstream outlet. Other work includes sanitary sewer, water, and electrical utility relocations, as well as implementation of new stormwater inlets for drainage across the wall into the channel. NAICS CODE: 237990 - Other Heavy and Civil Engineering Construction with a small business size standard of $45mil. Order of Magnitude (DFAR 236.204): Between $250,000,000 and $500,000,000.
