- Department of State 2024 Design-Build for Bangui, Central African Republic Early Site Package (ESP) Sources Sought - Market Research This is a Sources Sought notice Only. This Sources Sought Notice is issued for information and planning purposes only as part of U.S. Department of State market research and does not constitute an RFP. The purpose of this notice is to obtain information regarding the availability and capability of qualified businesses, with a special interest in Small Business (SB), Women Owned Small Business (WOSB), HubZone (HUBZ), 8(a), and Service Disabled, Veteran Owned Businesses under NAICS code 236220. Be advised that acquisition strategy and set-aside decisions may be made based on the information provided in response to this Sources Sought notice. The government is requesting information regarding the availability of capable firms to support the requirements of THE U.S. DEPARTMENT OF STATE (DOS), Bureau of Overseas Buildings Operations (OBO) for the design and construction of an Early Site Package (ESP)in Bangui, Central African Republic. Responders are advised that the government will not pay for information submitted in response to these sources sought notice, nor will it compensate responders for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this �sources sought� notice will not preclude a vendor from participating in any future solicitation. Project Description � Bangui Early Site Package Property Description: The ESP contractor in Bangui, Central African Republic shall construct a secure site perimeter complete with Main Campus Access Control (MCAC) and Service Campus Access Control (SCAC). The total facility area for the entire project is estimated at 450 GSM. The existing US Embassy and other facilities will remain in operation during the Design/Build construction project. The ESP site includes a 14-acre parcel known as the �Independence� Property. The Independence parcel is a mostly rectangular shaped, generally cleared site, that contains an underground storage tank and utilities requiring demolition and/or relocation to accommodate new development. The site fronts a major north-south thoroughfare along one of only three existing paved roads in Bangui and on the most prominent commercial corridor in the city. It also has a common wall with the Police Commissariat on the southern wall. The ESP site sits close to the CAR National Assembly, the international financial center, Bangui�s sole high-end hotel, and municipal office buildings. Project Scope: The ESP project scope includes the design/build construction of the following: Perimeter Wall Two Campus Access Control buildings- Main (MCAC Service (SCAC) Temporary Facilities Site Grading and Drainage Underground Storage Tank (UST) Removal and Remediation Remediation of wall adjacent to the Police Commissariat This is a Design-Build contract. The awarded contractor shall be provided with bridging documents that the contractor shall develop to 100% final design. Estimated Construction Cost & Contract Type: Approximate design/build project cost is $50-$80 million. The contract type for this project will be Firm-Fixed Price. Capability Statement Requirements Responses must be limited to ten (10) 8.5 x 11-inch pages with a minimum font size of point 10. Please provide the following information: a ) Company name, System for Award Management Unique Entity Identification number (SAM UEI), address, point of contact, phone number, and e-mail address. b) Business size and socioeconomic type for the applicable NAICS code: 236220 (ex: certified HUBZone, Woman-Owned Small Business, Serviced-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), 8(a) Participant, small business, or other than small business (large business)). c) Experience and capability to complete contracts of similar magnitude and complexity to the potential requirement, including at least three (3) examples of comparable work performed within the past eight (8) years. Each example should include the following: A brief description of the project, Description of the work performed (identification of self-performance and/or Subcontractor management), Customer name, Timeliness of performance, Dollar value of the project, Whether there were any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management/organizational issues, etc.). Bonding capability (in the form of a Surety letter). d) Please submit all capabilities statements, information, brochures, and/or marketing material as one (1) document, limited to the page maximum above. Responses will not be considered an offer, proposal, or bid for any solicitation that may result from this Notice. Moreover, responses will not restrict the Government to an acquisition approach. This Notice is for information and planning purposes only. Respondents will not be notified of the results of any review conducted or the capability statements received. Closing Deadline for Submissions ALL SUBMISSIONS MUST BE RECEIVED BY 2:00 P.M. Eastern Time on December 5, 2024.
