THIS NOTICE IS PROVIDED FOR INFORMATION ONLY: THIS SYNOPSIS IS ONLY A NOTIFICATION THAT A SOLICITATION IS ANTICIPATED AND FORTHCOMING. TITLE: Indefinite Delivery/Indefinite Quantity (IDIQ) For Equipment Site Preparation in Support of Veterans Integrated Service Network (VISN) 17. DESCRIPTION: THIS ACQUISITION IS FOR FIRM-FIXED PRICE (FFP) INDEFINITE DELIVERY/INDEFINITE QUANTITY (IDIQ) FOR EQUIPMENT SITE PREPARATION CONSTRUCTION. Veterans Integrated Service Network 17 (VISN 17), is procuring Construction services from construction firms capable of providing construction services on an as-needed basis for high-tech, high-cost medical equipment site preparation. This requirement will be a multiple award, indefinite delivery, indefinite quantity (IDIQ) contract. VISN 17 Health Care Systems include: VA North Texas Health Care System (Dallas, Bonham) Central Texas VA Health Care System (Temple, Waco, Austin) South Texas VA Health Care System (San Antonio, Kerrville) Valley Coastal Bend VA Health Care System (Harlingen) Amarillo VA Health Care System (Amarillo) Big Spring VA Health Care System (Big Spring) El Paso VA Health Care System (El Paso) The contractor shall provide all construction and incidental design services necessary to prepare a site for installation of high-tech, high-cost medical equipment. Site preparation construction shall be in close adherence with equipment manufacturer s installation specifications, shop drawings, and instructions. Work to include incidental design to possibly include structural, mechanical, electrical engineering, and architectural, as well as administration and coordination of the various disciplines and stakeholders. The anticipated IDIQ contract(s) will consist of a base period of one (1) year from the date of award and four (4) one-year option periods. The magnitude of construction is between $20,000,000 and $50,000,000. The task orders will be funded individually in the fiscal year in which the need arises. Additionally, each task order will have its own performance period in accordance with the actual work to be performed, further defined in the statement of work and dependent on the equipment manufacture s anticipated delivery and installation date of equipment. Close coordination between the equipment manufacture, health care system project manager and prime contractor will be required for successful performance of task orders. The Government anticipates awards to two (2) or more prime contractors, provided sufficient qualified contractors present offers. Contractors shall perform all work as stated in the IDIQ award and in accordance with the requirements of the individual task orders. The scope of the work includes include construction operations to prepare a site for installation of high-tech high cost medical equipment as well as various building service equipment. Site preparation construction to be in close adherence with equipment manufacturer s installation specifications, shop drawings and instructions. Design documents may be provided from a registered Architect/Engineer, or by VA Engineering Staff depending on work complexity. Work to include administration and coordination with the various disciplines and stakeholders involved to include at a minimum, the using department, equipment vendor, Engineering/Facilities Management and Biomedical Engineering. The Government will post the solicitation and all subsequent amendments to the Government-Wide Point of Entry (GPE) Web Site http://www.sam.gov. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this web site and become familiar with its content and functionality prior to the solicitation issue date. Prospective Offerors must provide all information necessary to receive posting notifications. Offerors must be verified in the Department of Veterans Affairs, Vendor Information Pages (VIP) as a Service-Disabled Veteran-Owned Small Business, under NAICS Code 238390 in order to be eligible to participate in this solicitation. Offerors must be registered and have an active, valid registration in the System for Award Management (SAM) database.
