Description
Flood Protection Project Rehabilitation for Saw Mill Run, Pittsburgh, Pennsylvania, Allegheny County, PA. The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement to complete rehabilitation for two (2) areas within the Saw Mill Run Local Flood Protection Project in the West End Neighborhood of Pittsburgh, Pennsylvania. Original construction of the Saw Mill Run Project was completed under Section 401 of the Water Resources Development Act of 1986. This rehabilitation project is being completed under the authority of Public Law (PL) 84-99. There are two (2) specific work areas this Rehabilitation Project that covers damages that occurred because of the June 201 storm and those work areas will be described below. Downstream Area: This work area is approximately 780 feet in length and spans the length of channel between the area near Violet Way and Neptune Street. The work area also includes the area near the Lincoln Highway bridge just above the channel access ramp location near the Artifacts Pittsburgh Store. Features of work that will be covered by Federal Funds for this project include the following: revetment mat damages. Features of work that will be covered as Sponsor Deferred Maintenance include the following: revetment mat damages, and channel scour hold. Upstream Area: This area is approximately 460 feet in length and spans the length of the channel at the upper portion of the project limits near the channel access ramp near the intersection of Wabash Street and Greentree Road. Features of work that will be covered by Federal Funds for this project include the following: revetment mat damages, upper portions of access ramp, and undercutting of existing revetment mat. Features of work that will be covered as Sponsor Deferred Maintenance include the following: lower portions of access ramp damages, scour hold near drop structure, and revetment damages. As of May 2021, the City of Pittsburgh is currently planning on completing deferred maintenance work in the project areas outside of these two (2) specific Rehabilitation Areas. The work will be completed by a maintenance contract by the City of Pittsburgh, likely ahead of this work under the PL 84-99 action. USACE and the City of Pittsburgh will continue to coordinate the project scope statements of each contract to ensure clarity of work to be completed by each contract. The work shall be completed within 365 Calendar Days after written Notice to Proceed (NTP). Disclosure of Magnitude of Construction (DFARS 236.204)Between $1,000,000.00 and $5,000,000.00The acquisition will be procured as an Invitation for Bid (IFB). The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract. All responsible bidders are encouraged to participate. The IFB will be online through Procurement Integrated Enterprise Environment (PIEE_ which posts the opportunity to SAM.gov. Therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) Code for this acquisition is 237990 - Other Heavy and Civil Engineering Construction.
