Description
Project: Glovebox Leak Testing at the Y-12 National Security Complex (NSC), Oak Ridge, Tennessee Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the onsite leak testing of a small glovebox system. Firms who are capable of providing the services listed below are encouraged to reply to this expression of interest (EOI). CNS uses the information obtained from this EOI to develop a Request for Proposal (RFP). This procurement falls under NAICS Code 541380 � Nondestructive Testing Laboratories or Services. Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) site that is managed and operated by CNS. General Scope Description: In accordance with American Glovebox Society (AGS) standards, a newly installed glovebox system must undergo leak testing. Using measurement and test equipment (M&TE) provided by CNS, testing is performed at the Y-12 National Security Complex. Testing scope includes: 1. Structural proof testing using instrument air. 2. Global leak testing using the pressure decay method. 3. Individual leak testing using helium mass spectrometry. 4. Submitting a final test report. Test performer(s) under consideration shall be qualified as a nondestructive test (NDT) Level II/III in accordance with ANSI/ASNT CP-189 and hold documented certifications to perform bubble testing (BT), pressure change test (PCT), and helium mass spectrometer leak detection (HMSLD). Note: Individuals qualified and certified in accordance with an employer NDT program based upon the recommended practice specified in ANSI/ASNT SNT-TC-1a, may also be considered. Prior to performing work, test performers must undergo specific site training that is administered by CNS. Security Clearance: Although not required, preference is given to responders who can provide properly-qualified, DOE Q-cleared test performer(s).
