Army Financial Improvement - Multiple Award IDIQ Request for Information Description Army Contracting Command is releasing this Request for Information (RFI) on behalf of the Office of the Deputy Assistant Secretary of the Army for Financial Operations and Information (DASA-FOI). This RFI is to seek information from industry to assist with the development and planning of a potential new requirement. DASA-FOI is currently transitioning to an Army Financial Improvement (AFI) Single Award (SA) Indefinite Delivery Indefinite Quantity (IDIQ) contract. This contract will have a $250M ceiling, maximum three-year ordering period, and a hybrid Time & Materials (T&M) and Firm Fixed Price (FFP) contract type. The SA IDIQ will be utilized until a Multiple Award (MA) IDIQ can be awarded. DASA-FOI is performing a RFI for its future AFI Multiple Award Contract to incorporate Industry�s perspective in its acquisition strategy. This is not to be construed as a commitment by the US Government to form a binding contract or agreement. The Government will not reimburse or pay for information submitted in response to this RFI. All submissions become Government property and will not be returned. This RFI is open to all business types. This RFI is issued for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry through this exchange of information. Responses to this RFI are voluntary and will not affect any contractor's ability to submit a proposal if, or when, a solicitation is released. This RFI is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise because of the submission of information in response to this RFI. Proprietary information shall NOT be submitted in response to this RFI, nor will the Government be liable for or suffer any consequential damages for any improperly identified proprietary information. No award will be made as a result of this RFI. This RFI is for informational purposes only to promote exchanges of information with industry. The Government will not pay for any information and/or materials received in response to this RFI and is not obligated by the information received. Scope of this RFI DASA-FOI is conducting market research in accordance with FAR Part 10 to identify potential large and small business sources for an anticipated MA IDIQ in support of the Financial Improvement and Audit Remediation (FIAR) Program. The Government anticipates the MA IDIQ will have a ten (10) year ordering period with an estimated ceiling amount of $2B. The primary objective of this RFI is to request industry insights on the proposed approach. The Government is requesting that interested respondents review the attached documents and provide a response to the Government in accordance with the questions and submission requirements listed within the attached document titled ""REQUEST FOR INFORMATION - AFI - MA IDIQ"" Response Guidelines Interested parties are requested to respond to this RFI with a white paper. Submissions cannot exceed 12, single spaced, 12-point type pages with at least one-inch margins on 8 1/2� X 11� page size. The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor�s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. Companies who wish to respond to this RFI should send responses via email no later than 10:00AM ET on 02 December 2024 to samantha.l.hannah2.civ@army.mil. **PLEASE SEE ATTACHMENTS FOR FURTHER DETAILS AND REQUESTED INFORMATION** Industry Discussions: Army representatives will conduct one on one meetings with interested parties. One on one meetings are intended to obtain, but not limited to, industry perspectives for task order development, small business participation strategies, innovations, and audit certification risks. Parties that are interested in participating in one on one meetings shall provide a POC and an alternative POC and all contact information (email/phone/etc.) to which the government may reach out.
