Description
The Providence, Rhode Island Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Providence Healthcare System has a requirement for a Firm-Fixed-Price contract to provide construction services associated with the following objectives: Installation of multiple non-penetrating guardrail systems and safety ladders that provide roof workplace fall protection that are Occupational Safety and Health Administration (OSHA) compliant. Contractors proposed guardrail system is to be tested and independently certified to be in accordance with OSHA fall protection for guardrail regulations, sections 29 CFR 1910.29, 29 CFR 1926.500, 29 CFR 1926.502 and 29 CFR 1926.503. See the attached SOW for further detail regarding the requirement. The North American Industry Classification System (NAICS) code is 238160 (Roofing Contractors) and the small business size standard is $19 million. Any interested Contractor, regardless of set-aside category, must indicate their interest in writing to the Contracting Specialist, Andrew Merical, NO LATER THAN November 25, 2024, AT 4:30 PM EST via e-mail to Andrew.Merical@va.gov. To qualify as interested in this project, information pertaining to the following seven (7) components must be submitted in response to this notice on or before November 25, 2024, at 4:30 pm EST: Statement of intent that a proposal will be submitted to the solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number; Verification through VetCert and/or the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) as an SDVOSB or VOSB under the NAICS Code 238160, if applicable; Evidence of construction Prime Contractor experience with roofing related construction (work similar to that described within this SOW is preferred), within a medical facility setting, with a construction magnitude of $250,000.00 or more. (Please provide contract descriptions, contract dollar amounts, and telephone numbers for points of contact no photographs); Evidence of construction Prime Contractor experience with projects that required comprehensive testing prior to contract closeout within a medical facility campus; Evidence of construction Prime Contractor developing a phasing plan focused on minimizing construction impacts to the medical facility; Evidence of the company s ability to perform at least fifteen percent (15%) of this requirement in accordance with FAR 52.219-14(e)(3): Limitations on Subcontracting; and Proof of professional liability insurance required to cover the monetary amount of this project. All seven (7) components must be submitted, in sufficient detail, prior to the designated deadline for a determination on available and interested Contractors. Failure to submit each of the seven (7) components, as identified above, will result in a Contractor not being considered as an interested party. If adequate interest is received to this notice by SDVOSBs, VOSBs, and/or SBs, then this project will be set-aside for the particular group that has expressed sufficient enough interest to satisfy the VA Rule of Two as prescribed in 38 U.S.C. 8127 (d). Set-aside preference will begin with SDVOSB s, then VOSB s, and finally SB s. Insufficient interest may result in the requirement not being set-aside to any one particular category. As indicated above, interested businesses may reply to this notice via e-mail to Andrew.Merical@va.gov. Businesses must be registered in the System for Award Management (SAM). To register in the SAM database, visit www.sam.gov. SDVOSBs or VOSBs must also be verified by the center for Veteran Enterprise (CVE).
