Description
**August 1, 2024 Update - An attachment containing the full list of RFI questions has been added to this notice for reference and convenience. However, all responses must be submitted directly in the Microsoft Forms Questionnaire link provided. This is a request for Information (RFI) for Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), HSI Case Management System. The Department of Homeland Security (DHS) U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) is continuing the process of transforming its Information Technology (IT) investment approach and processes for acquiring and delivering enhanced investigative capabilities to its 11,000-person global workforce. To this end, HSI has created the �ICE TECS Modernization� program which provides the core toolsets used by HSI agents worldwide to develop and document their criminal investigations. The program functionalities include: 1.????Case Management � management of information relevant to investigative cases, including management of investigative cases, investigative reports, statistics and approval workflows; 2.????Media Management � management of case related digital information, such as but not limited to, images, video, audio, and documents. 3.????Subject Record Management � management of information relevant to the various subjects under investigation, including people, businesses, vehicles, etc., and includes the sharing of subject information with CBP for lookout and seizure tracking purposes; 4.????Search � ability to conduct unified searching across multiple systems both internal and external to ICE, primarily regarding subject-related information (for example, field of attributes built around a subject, including alias�, that provides information at a sub-level and as an entity), around, and in support of investigative processes as well as supplying this data to additional consuming systems within ICE, for example, Law Enforcement Information Sharing Services (LEISS), etc.; 5.????Data Warehousing � ongoing management of an HSI data repository which supports both the routine and ad-hoc reporting needs of ICE/HSI as well as the sharing of permitted information with external international, national, state and local/tribal law enforcement agencies. 6.????Employ federal standardized data formats, such as National Information Exchange Model (NIEM) to enhance DHS�s ability to collect data, and support reporting and information sharing across national law enforcement communities. Note that ICE held an Industry Day in June 2023 with additional background information about the TECS Modernization program, which included information about procurement history, and anticipated future procurement needs. The link to the SAM.gov notice is provided in the links below. The notice contains a power point presentation and recording of the Industry Day for background. As noted previously, the TECS Modernization Program includes two major procurements. 1. Investigative Case Management (ICM) is the front end, user facing application 2. Backend Stabilization, Enhancements, and Sustainment Support (SESS) The SESS procurement was awarded as a single-award Blanket Purchase Agreement (BPA) against GSA schedule to IntegrityOnePartners in May 2024. ICE anticipates issuing a solicitation for a front end case management solution in Fiscal Year 2025. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is not a solicitation announcement. This RFI is solely for market research and planning purposes and is not to be construed as a commitment by the Government to issue a subsequent solicitation. ICE is not seeking proposals as this time. Responders are advised that ICE will not pay any costs incurred in responding to this RFI. Not responding to this RFI does not preclude participation in any future solicitation. The Government may choose to meet with companies that respond to the RFI on a one-on-one basis as part of market research and may do so at its sole discretion. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government and will not be returned. Responses to the RFI may be used to develop Government documentation. Responses to this RFI may be reviewed by Government technical experts drawn from staff within DHS/ICE and other Federal agencies. In addition, contractor personnel from the following company will be supporting the Government in reviewing responses and will have access to the RFI responses: Alpha Omega Integration RFI Purpose: The purpose of this RFI is to continue market research to identify vendors and their products and/or services that can provide a comprehensive, cloud-based, front end Law Enforcement, Investigative Case Management System including software, project management, configuration, integration, and data management. ICE is specifically interested in companies that have experience developing and implementing a case management solution for a Law Enforcement Agency (LEA). A law enforcement agency is a government agency statutorily authorized as its primary function to enforce federal, state, tribal, and/or local law. Law enforcement agencies aim to prevent and detect crime, maintain public order and safety, and arrest and detain suspects. ICE may use the responses to this RFI in developing a procurement strategy, including determining if a set aside will be used, and contract vehicle selection. Respondents shall complete the fields in the Microsoft Forms Link provided. All responses should be related to experience directly for local, state, and/or federal LEA case management system. A formal question and answer period is not part of this RFI. All questions regarding the requirement should be included directly in your form response.
