Description
The Defense Logistics Agency (DLA) - Energy - FESBB is planning to issue a Request for Proposal (RFP) for Contractor-Owned Contractor Operated (COCO) fuel storage services in Frederikshavn or Skagen, Denmark, or in a vicinity outside the Danish straits. The requirement is for fuel storage and management services to include receiving, storing, protecting, and shipping of U.S. Government-owned aviation turbine product via tanker/barge. Solicitation SPE603-25-R-0505 will be issued using best commercial practices and guidelines to meet the requirements of the Performance Work Statement (PWS). This requirement is to procure COCO fuel storage services with the capability to receive and ship U.S. Government owned turbine aviation products (JP-5 and F-76) via tanker/barge at pumping rates compatible with the mode of transportation tendered. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection of the COCO facility on a 24 hour, 7 days per week basis. Storage requirements include required fill capacity for 357,000 barrels of F-76 naval distillate fuel, and 286,000 barrels of Turbine Aviation Grade JP-5. A minimum of two tanks per product interconnected to provide the capability of re-circulating/filtering of products between tanks within the tank farm, isolated from other facilities and products handled within the storage facility is required. This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract. The resultant contract will include a four-year base period of performance, anticipated to commence September 30, 2025 through September 29, 2029, with one five-year option anticipated from September 30, 2029 through September 29, 2034, and an option to extend the contract for a total of no more than six months anticipated from September 30, 2034 through March 30, 2035. This procurement will be solicited under full and open competition. The solicitation will be published electronically on the SAM (System for Award Management) website https://sam.gov/portal/public/SAM. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE). This is not an RFP or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
