Description

This notice is not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.501(a) The North American Industry Classification System (NAICS) code for this acquisition is 541690. The National Institute of Standards and Technology (NIST) Office of Weights and Measures (OWM), Laboratory Metrology Program requires one contractor will present NIST calibration and metrology training using NIST materials in person or virtually. The contractor will also provide instruction on training techniques to be used on adult learners, to NIST staff, and to assistant trainers. The contractor may co-teach with a second instructor, who will be either a NIST staff or another contractor, depending on NIST Protocols for Mitigating COVID-19 Exposure on NIST Campuses. NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above, in addition to the following essential requirements: Services for Training of the NIST metrology program to State Weights and Measures Metrologists. Due to the unique and specialized experience in the area of laboratory metrology these services are only available from Torres Ferrer, Jose. The vendor has specialized experience to include: Successful completion of NIST Basic Seminar for States, Basic Mass for Industry, Intermediate, and Advanced Mass metrology seminars and demonstrated proficiency at hand-held calculation methods used in the class; At least 10 years of hands-on laboratory experience in performing calibration and tests using NIST procedures as published in NIST Handbook 145, NIST IR 6969, NIST TN 1297, NIST SP 1001, and NIST Handbook 44 through working as a professional metrologist with an ability to follow detailed procedures; Experience in teaching OWM Fundamental of Metrology Seminar, Mass Seminar, Advanced Mass, and Volume Seminar, during which a fully successful instructor evaluation was given by OWM Lab Metrology Program Leader; Specific experience in training other trainers to conduct training in the metrology courses identified above; Specific expertise using the standards, equipment, and procedures in the NIST OWM training laboratory in a training environment setting. No other vendor can meet the specialized experience and has the necessary knowledge to provide the required service and thus is a sole source to Torres Ferrer, Jose. Performance of the base period shall occur at the NIST Gaithersburg, MD campus within ten (10) months after receipt of order, followed by up to one (1) consecutive option period with periods of performance lengths of twelve months respectively. NIST conducted market research from October 2024 to November 2024 by NIST Staff via searched via spoke with colleagues at NIST, performed internet searches, and relied on their professional expertise Torres Ferrer, Jose was found in these searches as capable. These searches were to determine what sources could meet NIST�s minimum requirements. The results of that market research revealed that only Torres Ferrer, Jose; 25 Naranjito, Canguas, PR, 00727- 4941; UEI: EUMMBHWGME65 appears to be capable of meeting NIST�s requirements. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.
