A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) plans to issue a firm fixed-price purchase order to Qiagen LLC located in Germantown Maryland 20874-1415, on a sole source basis for a base and two option years. The period of performance is from 11/18/2024 to 09/30/2027. The purpose of this acquisition is to purchase QIAsymphony DSP DNA Midi Kits, filter tips and supplies for the Microbiology Service section of the Department of Laboratory Medicine. The purpose of this acquisition is to procure reagents and supplies from QIAGEN to support ongoing clinical testing at the CC. These materials will be used in conjunction with existing instrumentation on site, specifically the QIAsymphony SP and QIAgility, as well as laboratory tests developed by the DLM. The QIAsymphony SP and QIAgility instruments currently on site enable rapid, efficient, and sensitive nucleic acid (DNA) extraction from clinical samples. This capability is essential for the timely detection of infectious agents and accelerates treatment decisions. These instruments have also facilitated the DLM in developing novel tests to identify organisms in patient samples. As laboratory workload continues to grow and there are constraints on hiring additional personnel, these instruments are crucial to ensuring the lab's ability to deliver timely and accurate results to clinicians. �The reagents and supplies needed for use with these instruments are essential for extracting nucleic acid from patient specimens and conducting various in-house tests of clinical importance. The tests performed using these materials directly impact the treatment decisions for patients at the Clinical Center. The below items required for this action: Quantity/Catalog #/Description of Item 6/1002137/Freight Charges 20/937236/QIAsymphony DSP DNA Mini Kit 30/937255/QIAsymphony DSP DNA Midi Kit 10/990512/Filter-Tips, 50 UL (960) The proposed vendor, Qiagen LLC, is the sole manufacturer, vendor, and service provider for the existing instrumentation in the DLM, specifically the QIAsymphony SP and QIAgility. These instruments enable rapid, efficient, and sensitive nucleic acid (DNA) extraction from clinical samples, facilitating the timely identification of infectious agents and accelerating treatment. As the exclusive developer and manufacturer of these instruments, QIAGEN is the only vendor from which the necessary reagents and supplies can be purchased. There are no other known vendors that can provide these reagent kits. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
