Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. � THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This is a combined synopsis/solicitation.� This will be a Unrestricted procurement. The solicitation number is W912PM24R0022, and the solicitation is issued as a Request for Proposal (RFP). The NAICS code is 221310 with a small business size standard of $41,000,000.00.� This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-02. Description of Requirement: The U.S. Army Corps of Engineers (USACE) plans to conduct an inspection of the B. Everett Jordan Dam outlet works tower and conduit located in Chatham County, North Carolina. USACE is committed to meeting downstream flow requirements that will require bypassing water around the dam during the inspection. The conduit inspection and repairs shall be conducted when flow requirements are at a minimum, this is anticipated to be January 2025 to February 2025. The Contractor shall furnish all services, labor, equipment, supplies, tools and incidentals necessary to pump a minimum of 40 cubic feet per second (CFS) for 24 hours and 7 days per week (24/7) for a minimum of 17 days and not exceed 21 days from the reservoir to the downstream channel. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. �See solicitation provision 5.212-2. No hard paper copies will be accepted or evaluated. Both the Price and the Technical Proposal must be received by the closing date and time set for receipt of proposals. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. The time & date of receipt of proposals will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes�this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload or transmission doesn�t complete until after the deadline, the submission will be considered late.
