Description
THIS IS A SPECIAL NOTICE ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government seeks feedback from industry and invites qualified design/build construction contractors to schedule a feedback session via the information below. The U.S. General Services Administration (GSA), Public Buildings Service, Southeast Sunbelt Region intends to design and construct replacement of selected roofs, electric breakers, and the fire alarm systems at the IRS Service Center in Memphis, TN. The IRS Service Center campus consists of 13 buildings. This project consists of three combined delivery efforts: First to replace selected flat roofs, second to replace the existing fire alarm system, and third to replace 26 failed breakers, with some identified as spares. To date, GSA has full funding for the project and currently projects a construction start 3rd quarter CY 2025. GSA is currently in the procurement planning phase and expects award of the design build contractor in first quarter CY 2025. GSA seeks industry feedback on the following: Currently, it is anticipated that this project may be required to comply with Executive Order 14063, Use of Project Labor Agreements for Federal Construction Projects. Would you as prime contractors and/or your key subcontractors pursue the project if the project has a requirement for PLA? If you have experience with PLA projects, GSA seeks industry feedback on the risks/challenges/ opportunities. The current project delivery method for this project is Design Build. Does this delivery method have any bearing on yourfirms decision to pursue the project? For the design build delivery approach, using a 2 phase design/build competition in which phase 1 is a Request for Qualifications only which results in a short list, and phase 2 is a Request for technical and price proposals from short listed firms only, GSA requests industry feedback on the appropriate time frame for shortlisted firms to prepare complete technical and price proposals in response to the phase 2 RFP. Are you familiar with GSAs P100 requirements? This project will be required to be designed and constructed in accordance with GSAs P100 May 2024. GSA is seeking industry feedback on risks and opportunities with meeting these requirements. GSA seeks industry feedback on the type and extent of professional services and studies that would assist firms in putting together the most complete proposal. GSA seeks industry feedback on what challenges, suggestions, or solutions are currently being pursued to address long lead time supply chain issues and market conditions? GSA seeks any other industry feedback or ideas that industry feels will assist GSA in achieving the best value for the taxpayer and our tenant agency in the completion of this project in an occupied facility in Memphis, TN under current market conditions. GSA invites qualified design/build construction contractors with a sufficient bonding capacity to complete this short survey https://forms.gle/axTBGv1H3Jsax85x5 (may need to copy and paste the URL into your web browser) to provide feedback. In addition we invite interested and qualified design/build contractors to schedule a virtual feedback session lasting approximately 30 minutes with the GSA project team (via the survey). We hope to schedule virtual feedback sessions between November 19th-22nd via google meets video conference. Within a few days of completing the form, GSA Contracting Officer, Joseph Ardoin will confirm your time slot by emailing you a meeting invitation. Should you have any questions about this process, please email Joseph Ardoin at joseph.ardoin@gsa.gov. Thank you for your interest in GSA Region 4 projects. See Link To Design Build SOW:SOW_Design Build_Memphis, TN_IRS Service Center_2024 03 01 .pdf
