- Description
- This synopsis is not a request for quotes/offers/proposals.� The Marine Corps Installation, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA currently has a requirement for the United States Marine Corps (USMC), Training and Education Command (TECOM) Policy Standards Division (PSD), Analysis and Assessments Branch (A&AB), and Operations and Analysis Section (OAS).� The procurement of services in support of TECOM OAS shall be solicited as a Women-Owned Small Business (WOSB).� The contemplated contract will be a single award, Firm Fixed Price contract.� The projected period of performance will be a twelve-month base period and twelve-month option periods.� The NAICS code associated with this requirement is 541611, Administrative Management and General Management Consulting Services, with a size standard of $24.5M. This action will be solicited utilizing FAR Part 12 using Part 15 Contracting by Negotiation procedures.� All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (SAM.gov).� The proposed solicitation number for this action is M00264-25-R-0003.� All responsible sources must submit a proposal to be considered for this requirement.� All interested parties must be registered in the System Award Management (SAM.gov).� It is the responsibility of the interested parties to independently review the referenced web link (SAM.gov) frequently for updates to any and all documents.� Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. SCOPE OF WORK: The requirement is for contractor support to assist with TRRP WG, AWG execution, and accessing and utilizing� DoD and USMC data science technologies (e.g., Artificial Intelligence (AI) / Machine Learning (ML) and Natural Language Processing (NLP) tools) within the Marine Corps Enterprise Network (MCEN) to automate data and text search, scraping, ingestion, tagging and related tasks to prepare data for PfM analyst�s analysis. The contractor will also support the development of advanced predictive analytics capabilities to provide the analytical rigor required in the analysis of the Command�s overarching Performance Management (PfM) activities. The contractor is expected to be proficient in Operations Research and System Analysis (ORSA)-centric tasks to include design of experiments, probability models, statistical inference, simulations, optimizations, data analysis and visualizations for PfM analysts� final analyses, and to be capable of conducting these activities within the Non-classified Internet Protocol Router Network (NIPRnet) and the Secret Internet Protocol Router Network (SIPRnet) environments.
