Description
This is a Sources Sought announcement for acquisition planning purposes and no formal solicitation for this requirement exists at this time. This is NOT a request for proposals and is NOT to be construed as a commitment by the Government. This information presented in this announcement will not obligate the Bureau of Reclamation in any manner. All businesses, regardless of size, capable of and interested in performing the proposed project may submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. Information provided in response to this announcement is voluntary. The Government will not pay for any information submitted in response to these sources sought notice. The applicable North American Industry Classification System (NAICS) code is 325180, Other Basic Inorganic Chemical Manufacturing, and the Small Business Size Standard is 1,000 employees. The government is looking to potentially award multiple Indefinite Delivery-Indefinite Quantity (IDIQ) type contracts. The Proposed Project The Bureau of Reclamation, Yuma Area Office, has a need for the acquisition of bulk chemicals to be delivered to the Yuma Desalting Plant in Yuma, Arizona. The following is a list of the chemicals required: Liquid Chlorine. The liquid chlorine will meet AWWA B301-18, Standard for Liquid Chlorine. This material shall be certified as suitable for contact with or treatment of drinking water by an accredited certification organization in accordance with ANSI/NSF Standard 60, Drinking Water Treatment Chemicals-Health Effects. Liquid Chlorine shall be delivered in 1-ton containers. Hydrated Lime. The material shall comply with ANSI/AWWA B202-19. This material shall be certified as suitable for contact with or treatment of drinking water by an accredited certification organization in accordance with ANSI/NSF Standard 60, Drinking Water Treatment Chemicals-Health Effects. Hydrated lime shall be high calcium, greater than 91 percent as calcium hydroxide, insoluble matter, shall be 3 percent or less, 80 percent of the hydrated lime shall pass through an ASTM E11-20 number 200 mesh sieve. The Hydrated Lime shall be delivered by truck with pneumatic unloading capabilities with blower (25 tons maximum per delivery). Liquid Ferric Sulfate. The liquid ferric sulfate shall meet the specifications in AWWA B406-20, Standard for Ferric Sulfate. This material shall be certified as suitable for contact with or treatment of drinking water by an accredited certification organization in accordance with ANSI/NSF Standard 60, Drinking Water Treatment Chemicals-Health Effects. Liquid Ferric Sulfate shall be a minimum of 50 percent by weight ferric sulfate delivered by truck (25 tons maximum per delivery). Sulfuric Acid. The Sulfuric Acid shall be 66-degree Baum�, 93 percent by weight or greater as hydrogen sulfate; delivered by truck (25 tons maximum per delivery). This material shall be certified as suitable for contact with or treatment of drinking water by an accredited certification organization in accordance with ANSI/NSF Standard 60, Drinking Water Treatment Chemicals-Health Effects. Hg content is limited to 0.300 mg/L or less. Chemical analysis must be provided to the government prior to delivery. Anhydrous Ammonia. The Anhydrous Ammonia shall meet AWWA B305-15, Standard for Anhydrous Ammonia. This material shall be certified as suitable for contact with or treatment of drinking water by an accredited certification organization in accordance with ANSI/NSF Standard 60, Drinking Water Treatment Chemicals-Health Effects. The Anhydrous Ammonia shall be delivered only in 150-pound cylinders. Deliveries are to the Bureau of Reclamation, Yuma Area Office, Yuma Desalting Plant at 7301 Calle Agua Salada, Yuma, AZ 85364. The capability statement shall address the work listed above and the offeror's ability to meet the qualification requirements with this type of work. It should also describe previous procurements performed of similar size and complexity. Identify any potential supply chain issues Additionally, all responses to this source sought shall include company name, address, point of contact, phone number, email address, and unique entity ID number (formerly DUNS number). Provide business size and type; small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business, large, etc. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition.
