Description
SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs, Togus Maine Medical Center is issuing this synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Special Mode Wheelchair Van Transportation for Veterans. Additional information regarding the requirement is available in the Appendix accompanying this notice. The result of this market research will contribute to determining the method of acquisition. The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 485991 Special Needs Transportation. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated to deliver technical capability, address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: provide services consistent in scope and scale with those described in this notice and otherwise anticipated; secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; implement a successful project management plan that includes compliance with program schedules, cost containment, meeting/tracking performance, hiring/retention of key personnel, and risk mitigation; and provide services under a performance-based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set aside for small businesses or procured through full and open competition, and multiple awards may be made. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this sources sought notice by November 19th, 2024 at 12:00pm EST. APPENDIX 1: Overview of Expected Requirement The VA Maine Healthcare System requires a contractor to furnish wheelchair (w/c) van transportation services to its beneficiaries. The contractor must provide all equipment, personnel, supervision, and support to provide these transportation services. This contract shall be for a period of one year with option to renew four (4) additional one-year periods. The primary intent of this contract is for prearranged non-emergency transportation. The Maine Healthcare system includes the Togus VA Medical Center located in Augusta, ME and Community Based Outpatient Clinics (CBOC's) located throughout the State of Maine. Services include transportation to and from Togus VA, CBOC's or VA authorized appointments in the community for 1 or 2 riders. Based on the history of need, rarely a trip out of state VA Medical Centers may occur. The intent is to establish an ""all inclusive"" price to the greatest extent possible by establishing a fixed price per trip for routine transports. Contractor will be available to furnish services Monday-Friday (7:00am EST to 6:00pm EST) excluding Federal Holidays. It is expected that approximately 200 one-way trips per month may be needed. *A complete/proposed Performance Work Statement (PWS) will be furnished in the forthcoming, formal solicitation.
