Title Depuy Synthes Sales Inc. Screws and Plates for the Department of Perioperative Medicine (DPM) at the NIH Clinical Center Product Service Code: 6640 NAICS Code: 339112 Place of Performance: Bethesda, MD 20892 USA POTS: 25-000038 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to award a firm fixed price purchase order to Depuy Synthes Sales Inc. of Raynham, Massachusetts 02767-5199. The purpose of this acquisition is to procure screws and plates from Depuy Synthes Sales Inc. designed for use in craniotomy surgeries, where the skull is opened to access the brain. These screws and plates are essential for reconstructing the skull post-surgery. Approval of this purchase will complete the Fixation Set and ensure that surgeons have the necessary tools during operations. The self-drilling, self-retaining screws with modified cruciform recesses facilitate the quick reattachment of the bone flap. These components are part of the existing Depuy Synthes Sales Inc. Fixation Sets currently used in the Department of Perioperative Medicine. Staff are trained to properly clean and sterilize these specific instruments and implants, and surgeons are familiar with their use. The items requested are integral to the Fixation Sets and are considered implants, as they remain in the patient after surgery. Currently, the Department of Perioperative Medicine has three sets that are compatible with each other. Purchasing from a different company would create compatibility issues and necessitate acquiring a complete new set from that vendor. The Synthes Fixation Set has been in use by neurosurgeons for over five years. Each patient may require up to fifteen screws and four plates, making it crucial to replenish the set after each use. Depuy Synthes Sales Inc. is the exclusive manufacturer of the screws and plates currently used in the Fixation Sets that are currently located and used in the Department of Perioperative Medicine. There are no known vendors that can supply these specific screws and plates. *****See attached document with list of part numbers and quantities for this action***** This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and submit capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
