Sources Sought � Subscription to Comprehensive Oil Price Assessment Reporting Service. RFI Number: 2032H325N00005 Notice Type: Sources Sought SYNOPSIS The Office of Foreign Assets Control (OFAC) and the Office of Economic Policy require a comprehensive oil price assessment reporting service from a qualified vendor to support our Treasury�s analysis of oil markets especially in the context of the Russian oil price cap (OPC). A critical component of this is that the vendor provides daily price assessments of Russian Urals and ESPO crude oil prices. Also, of value are refined prices products as well as price assessments for Brent Crude Oil. The OPC has two goals: (1) maintain global energy supply stability to safeguard the world economy and (2) subject Russian oil�a major source of Russian government revenue�to a mechanism that would require Russian oil firms to sell oil at a discount thus limiting its capacity to prosecute its war of aggression against Ukraine. As the U.S. Treasury is heavily responsible for disseminating the policies needed to attain these ends, comprehensive coverage of oil markets is imperative. As Russian oil is often transported via sea on oil tankers�the freight rates charged by shippers for their services is also highly important information.� Treasury sanctions authorities also often extend to the oil sectors of Venezuela and Iran information on these producers� particular oil markets is also highly useful. SMALL BUSINESSES ARE ENCOURAGED TO RESPOND. Include whether or not you are a small business; 8(a) small business; HUB Zone small business; service-disabled veteran-owned or veteran-owned small businesses; women-owned or economically disadvantaged women-owned small business; or small disadvantaged business in order to assist the Treasury in determining the appropriate acquisition method, including whether a set-aside is possible. GENERAL PURPOSE 1.0 Purpose Treasury may have an upcoming opportunity for a subscription service which provides daily, weekly, and monthly reports on oil price assessments and transportation activity, covering various benchmarks, grades, and regions. The service shall include real-time data access, historical data, and analytical tools to interpret the price trends and market movements. It is essential that the vendor provide price assessments for Russian Urals and ESPO crude along with the methodologies used to compute various price assessments. This platform must provide all requirements listed in Section 2.1 of this Sources Sought Notice. The purpose of this Sources Sought is to gather information that will assist the Departmental Offices in planning, formulating, and evaluating contractor capability to provide the service described in the Technical Requirements. The Treasury Departmental Offices are also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist in better meeting future needs. Acquisition Approach The Treasury has not determined the acquisition approach. Any results of this Sources Sought will assist the Treasury Departmental Offices and the Office of Business Solutions Acquisition (OBSA) Treasury Operations Branch (TOB) Procurement Office in determining an acquisition strategy about how to proceed. SOURCES SOUGHT REQUIREMENTS 2.0 Description of Information Requested OBSA TOB is requesting information regarding the respondents� capabilities in providing the aforementioned required. Provide company information, to include: Company name and address; Size of company (number of personnel, total revenue, ownership, parent corporation, etc.); Unique Entity Identifier (UEI) Company point(s) of contact including name, phone number, address, and email; length of time in business; Geographic presence; Company experience in providing valuation services to government or commercial entities;� Provide any pertinent information that will assist us in this assessment. Contract Number and value/capacity; and Available Strategic Contracts (e.g., GSA, Indefinite Delivery Indefinite Quantity (IDIQ) contract allowing decentralized ordering, etc.). Please identify type of �ordering� contract (e.g., GSA Multiple Award Schedule, GSA Professional Service Schedule, etc.). 2.1 Technical Requirements/Scope The purpose of this requirement is to provide a subscription service which provides the following: Data Collection and Analysis Collect and analyze oil price data from global markets. Provide assessments for key benchmarks such as Brent Crude and West Texas Intermediate (WTI). MUST include Urals and ESPO price assessments. Include assessments for various grades and blends of crude oil. Report Generation Generate daily, weekly, and monthly reports detailing the price assessments. Provide real-time updates and alerts on significant market movements. Include historical data and trend analysis in the reports. Include Oil transport activity and vessel information. Data Delivery Ensure the delivery of reports through multiple channels, including email, web portal, and mobile applications. Provide access to a user-friendly online platform for data retrieval and analysis. Offer API integration for direct data feed into internal Treasury systems. API must be approved by Treasury IT. Support and Training Provide ongoing customer support for data interpretation and technical issues. Conduct training sessions for our staff on how to use the reporting tools and interpret the data. An essential office requirement is daily (business day) reporting on Russian oil prices. Some of the key metrics needed include for Russia: Urals price per barrel and ESPO price per barrel assessments.� Market commentary on Russian oil market developments is extremely useful but not necessarily essential. Data on refined oil products (e.g., gasoline, diesel, kerosine) is extremely useful but not necessarily essential. Data on oil tanker freight rates and vessel tracking services are very useful but not essential. Under ideal circumstances, the selected vendor would be able to offer Bureau-wide licenses for multiple Treasury Program Offices (i.e., EP, IA, OIA, SEAD, TFFC). INSTRUCTIONS AND RESPONSE GUIDELINES Responses to this Sources Sought may be provided through a capabilities statement which shall include the information listed in 2.0 and 2.1. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this Sources Sought should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government�s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice.� Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this Sources Sought or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Responses should be identified with Sources Sought #2032H524N00005 and are due no later than Thursday, November 7, 2024 at 2:00 PM EST.
