Description
The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, has to negotiated an Emergency Sole Source Firm-Fixed Price Contract for well drilling services with Blue Cord Design and Construction, LLC. in accordance with 41 USC ยง3304(a)(2) as implemented by FAR 6.302-2 Unusual and Compelling Urgency. This is not a request for competitive offers and no solicitation is available. This is an emergency requirement for the preservation of life and to maintain an operational status of the Asheville VA Medical Center. Any additional delay for standard acquisition practices could result in grave detriment to the existing patient populace, medical center staff and the US Government. The Government awarded a letter contract which possessed an effective date of 7 Oct 2024 to Blue Cord Design and Construction, LLC., 835 Bennett Road, Ste 100, Orlando, FL 32803-5203, Cage Code 5US82. The Asheville VA Medical Center currently had an emergent need to restore potable water service to the Asheville VA Medical Center Campus. On 27 Sep 2024, Hurricane Helene decimated the city of Asheville, NC during which the principal water source for the Medical Center incurred significant damage. It is anticipated that the City of Asheville will not be capable of restoring domestic potable water to the general populace for at least two months in wake of this storm. Hurricane Helene has damaged or virtually destroyed the local domestic water infrastructure. The Asheville VAMC requires well drilling services to secure a viable potable water source that will afford the facility with minimal filtration requirements, which will further alleviate the need to rely on local domestic water sources and provide a standalone capability separate from the local city water systems. Works will include, but not limited to, the installation well heads, pumps and associated electrical systems necessary for operation. This synopsis announcement is being issued for informational purposes only IAW FAR6.305(b) and does not constitute a solicitation or request for competitive proposals. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
