Description

Siemens Insight, Desigo and Apogee software�s and field panel hardware is sold, serviced and updated exclusively by Siemens Industry, Inc. Building Automation Branch Office.� The switches, relays, and panels for the monitoring system on each facility�s system are also owned and maintained by Siemens.� Siemens Warranty:� Siemens can only maintain warranties when service is provided by Siemen�s technician.� Service work by others (including third parties) will invalidate any Siemens warranty on the existing system Siemens Industry is the only company in the US that can provide the necessary replacement parts for the Apogee system hardware and software and the only company in the US that has the expertise to repair this system.� Other vendors do not have any licensees authorized to repair the hardware/software for the Apogee software system, provide replacement parts or upgrade to existing systems currently in place.� Due to the Apogee system unique proprietary protocol, there is no other system on the market capable of communicating with it.� Thus service/system for Siemens is necessary to operate existing programs, change to equipment and or software will cause animal death and loss of research. This service/maintenance agreement is needed from Siemens Industry because Siemens manufactured and installed all equipment and software in the Aquatic shared facilities in Bldg. 6 on the National Institutes of Health (NIH) campus.� This is necessary for the monitoring and functions for all aspects of the aquatic systems. ���Therefore, it is critical that the services, etc being proposed must be able to adequately work/function with the existing equipment�s and software, etc.��� This monthly service includes, but not limited to the following, remote monitoring services, repairing the siemens equipment and software system as needed, monitoring water quality, pump function, servicing and calibrating UPS batteries and the various water quality monitoring probes used throughout the facilities and ensuring they are compatible with the Siemens software and monitoring system, and monitoring the dosing ModaSand temperature to ensure they are in optimal range to ensure the health and environment of the species housed in the facility are not compromised. Any change in these factors without proper knowledge and information will result in loss of life of the animals housed in the facility and valuable research. In addition, the Siemens software and monitoring system is compatible with DES systems and has been approved for use by DES The emergency remote alarm monitoring will allow remote monitoring from the Siemens service for many hours including 24 hours on weekends and holidays.� Remote monitoring from the Siemens Digital Service Center: alarms will be monitored between the hours of 4pm and 7am 365 days/year, and 24 hours/day on holidays and weekends. Remote monitoring is necessary for any emergency alarms that are associated with the aquatic systems during the hours where husbandry staff is not on campus.� These alarms will be passed onto the aquatic staff and inform them of any harmful or threatening situations that could compromise the health of the aquatic research animals.� Without this monitoring, the staff would have no way to know if any system was malfunctioning or any water quality parameter was out of range during the hours that staff is not on campus.� It is extremely important that we have 24-hour monitoring of our aquatic facilities.� Our staff cannot always be in the rooms and a system parameter goes out of range, the room may not be checked for hours which could cause animal harm and death.� Siemens Industry have created unique software and remote monitoring which is needed for the safety of the animals.� This software monitors system temperatures, pH, conductivity, dissolved oxygen, proper operation of UV sterilizers, air pumps, and water pumps.� If any of these points, go out of range Siemens is notified within minutes and either sends out an alarm to the office or to the on-call person after hours.� The response time is very quick, and issues are usually solved without causing stress to the animals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.� Only one responsible source and no other supplies or services will satisfy agency requirements.
