Description
DESCRIPTION Internal Package Delivery Tracking Hardware and Software System Services Washington DC VA Medical Center The Washington DC VA Medical Center is conducting this Sources Sought to identify contractors who possess capabilities to provide the services described in the Statement of Work below. As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy. Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted as a result of this sources sought notice. Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought. This service will be implemented using the North American Industry Classification System (NAICS) Code 811212. If a small business is interested in this procurement, they must provide at least 51 percent of the services rendered. NOTES All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to sylvia.honesty@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than October 23, 2024 at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought Notice. DISCLAIMER This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses incurred associated with responding to this RFI. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK Scope of Work: The Contractor shall provide a system to support the Washington DC Medical Center's USPS and private carrier shipments to include letter mail for USPS, UPS, DHL, and FedEx. Accountable inbound mail and deliveries include USPS Delivery Confirmation, Signature Confirmation, Certified, Registered, and Express Mail, DHL, FedEx, and UPS letters and packages, along with various other couriers and small parcel deliveries made to the DTRA Central Processing Facility. The logistics section has the responsibility to scan and relabel all incoming materials to the Washington DC Medical Center. Scanning of all inbound materials is critical to Washington DC Medical Center to ensure the accountability track ability and deliverability of any item is maintained and archived for future reference. The Contractor shall provide and install new, non-refurbished, and non-remanufactured equipment to process and track incoming accountable mail and private carrier shipments with the following features: (10) Handheld wireless scanning equipment that scans, identifies, and stores the barcode scan and carrier of each delivery with mobile cases to be worn by delivery personnel. Hardware: (10) Handheld wireless scanning equipment that scans, identifies, and stores the barcode scan and carrier of each delivery with mobile cases to be worn by delivery personnel. Make: Zebra Model: PC810 (1) Thermal mobile belt label printers that produce a label with a unique barcode for each inbound accountable piece scanned a delivery route, and agency delivery point. Work area to include software, cradle, charging stations integrated with Government supplied Desktop/Laptop. (1) Thermal label printer to be attached to a Washington DC Medical Center PC that produces a label with a unique barcode for each inbound accountable piece scanned, including the delivery route, and agency delivery point. (3) Wireless barcode scanners connected to the Washington DC Medical Center s Windows computers. Software Subscription Web-Based Software should allow the user to make custom delivery manifests. Builds delivery routes that can sorted by departments, delivery routes, and/or mail stops. Subscription Web-Based Software must be compatible with the Microsoft Windows 7 operating system. Subscription Web-Based Software should be able to operate on systems that have current Internet Explorer Browser. System must capture and store the signature and printed name of the recipient at the point of delivery through the use of portable data collectors (handheld scanner). Data collectors must be able to Sync via Wi-Fi. Data base that allows the searching of seven (7) years of delivery data by carrier tracking number, system tracking number, receiving date, delivery date, agency delivery location, or by other data as determined by the Washington DC VA Medical Center entry sites. Integration of VA s text files for individual and department lookup. Allows the printout of delivery information for individual items including delivery signature. The Contractor shall provide and install package tracking processing equipment. The application must be able to work on six (6) inputting stations and (1) manager reporting station. All stations currently are running Windows 10 operating system. Tracking System shall be able to interrogate with VA Vista system in the future. System shall be able to send recipient an email or text message letting them know a package has arrived. Package count gets verified as carrier drops them off at our facility. Our system must match the carrier number of packages so one is not missed. Package then get assigned to a recipient. When three (3) letters of the recipient are typed in (first name or last name does not matter) a list of recipients that match shall populate. Select the recipient match from list. Print label for the recipient if needed via a PC label printer or use the remote wireless printer via Bluetooth with the handheld. Place package on the correct route based on name. At delivery process you shall be able to select the package by scanning the barcode or selecting the route and then the dropdown of packages on the route or do packages search. Capture recipient signature on delivery device. Place of Performance: Washington DC Veteran Affairs Medical Center located at 50 Irving St. N.W. Washington, DC 20422. Period of Performance: Base Year plus 4 Years Check-In & Check Out Procedures The Contractor s must contact Logistics Warehouse check-in with the COR upon arrival at the VAMC. The logistics supervisor will be issued a Contractor s identification badge which will be always displayed while on VAMC property and surrendered upon completion of the inspection services. Also, the Logistics will be required to enter the following information into the Control Panel Log: name of Logistic, name of Contractor, current date, time in, location of service/equipment being serviced, and time out. The logistics shall notify the COR or other designated Engineering person before leaving. Inspection Equipment Calibration Certificates: N/A Inspection Report: N/A Safety Precautions: The Contractor shall comply with all applicable Federal, State and Local legal requirements regarding workers health and safety. The requirements include, but are not limited to, those found in Federal and State Occupational Safety and Health Act (OSHA) statutes and regulation, such as applicable provision of Title 29, Code of Federal Regulations (CFR) Parts 1910 and 1926. Contractor is solely responsible for determining the legal requirements that apply to activities and shall ensure safe and healthful working conditions for its employees. Contractor shall assume the responsibility to guard against causing fires and/or explosion and to protect Government Property, reference NFPA 241 and 29 CFR 1926. The Contractor shall perform the work in a manner consistent with the area security and fire safety regulations especially regarding exits and exit way access. Utility shutdowns shall not compromise security, communication, or fire safety for occupants. All necessary precautions shall be taken by the Contractor to prevent activation of any existing smoke detectors or sprinkler heads. Hazardous Material Reporting: The Contractor shall maintain inventories and material safety data sheets (MSDS) for all hazardous materials (as defined in CFR 1910.120, 40 CFR s 355, 370, & 372) it plans to use at the VAMC to carry out its inspection. Hazardous materials must be inventoried when received and when the project is completed and shall be submitted to the COR. In the event of a spill, Contractor shall immediately notify the COR. The Contractor shall be solely responsible for the expense of any cleanup of such spill, and the cleanup shall be in accordance with the applicable provision of 40 CFR Part 761. Onsite Parking Information: Contractor must park in the area designated for contractor parking. Service Contract Labor Standards: The Service Contract Labor Standards apply to this contract. Contractor will be responsible for compliance with the Service Contract Labor Standards and determining which of its workers are performing on or in connection with the contract and properly segregating their hours for purposes of pay and recordkeeping. The Department of Labor s Wage Determination is provided as an attachment in Section D; it specifies the minimum wages and fringe benefits for workers performing on or in connection with this contract. Nonpersonal Services The Government shall neither supervise Contractor employees nor control the method by which the Contractor performs the inspection services. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services.
