- This is a sources sought synopsis only, not a solicitation announcement and is issued solely for informational and planning purposes from interested vendors.� This posting is not a Request for Proposals (RFP) or a Request for Quotations (RFQ), and it is not considered to be a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this sources sought.� No basis for claim against the Government shall arise as a result from a response to this sources sought or Government use of an information provided.� Further, the United States Coast Guard (USCG) is not at this time seeking proposals and will not accept unsolicited proposals.� No proprietary, classified, confidential, or sensitive information should be included in your response to this sources sought.� The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.� Responses will assist the Government in determining the availability of potential solutions and commercial products in the market.� At this time no solicitation exists; therefore, do Not Request a Copy of the Solicitation.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The US Coast Guard, Aviation Logistics Center (ALC) is conducting market research seeking a portable Field Level, rugged, compact, man-portable (45 lbs.) general-purpose test equipment used to verify the operational status of aircraft systems and isolate faults under Class D-level maintenance (shop) and Class C-level maintenance (Component repair), Modular System Test Set that can replace test sets that are currently obsolete while also perform testing, troubleshooting, and functional verifications for various functions on the MH-60T. Specific features and functions required are listed below. The US Coast Guard, ALC, Medium Range Recovery (MRR) Product Line is responsible for the validation of all aircraft instrumentation on the MH-60T helicopter.� Due to the obsolescence of multiple former test sets, the product line has a requirement to test and validate engine indications and fuel quantity indications and complete resistance checks and corrosion burn off for the main rotor and tail rotor de-ice systems.� These functions were previously completed by test sets that are no longer available. This notification seeks to identify all available commercial sources that can meet the scope of requirements that follow. The MH-60T test set must be able to interface with the aircraft wiring harness through the installed cannon plugs and provide an appropriate signal to simulate engine and fuel indication parameters. This requirement is for testing of the aircraft and not the engines. These parameters should be simulated via an analog discrete communication standard which will be interpreted through the aircraft architecture and displayed on the Common Avionic Architecture System (CAAS) Engine Instrument Caution Advisory System (EICAS).� These indications include but are not limited: Gas Generator Speed (Ng) Turbine Gas Temperature (TGT) Power Turbine Speed (Np) Rotor Speed (Nr) Engine Torque All installed chip detectors for engines and gearboxes Engine and main gearbox oil temperature and pressure, Oil filter bypass indications Fuel quantity indications The MH60T Blade de-ice test set must have the following capabilities: Perform DC resistance checks of each of the 4 de-ice heater element zone (heater mats) per main rotor blade, and each of the 4-tail rotor blade heater element zones. Perform oxidation removal of main rotor and tail rotor heater mats with resistance values above 10.07 ohms by applying 1 ampere of current to the blade heater mat for no more than 15 seconds (Longer has a potential to damage blades). Due to deployment requirements whatever test set is proposed must be man portable, contained in a ruggedized air transport capable case, and able to operate in the field.� Due to ongoing upgrades to the MH-60T Avionics package the test set must be modular and upgradable for future capabilities.� Sources Sought Responses: Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code. Capabilities statement. Is the solution currently in production?� If not, when is the product planned for production? Please provide the details and terms of any standard warranty and support for repair and calibration included with the product. Is your product listed on the General Services Administration (GSA) schedule or the Defense Logistics Agency (DLA)? Is your firm a certified hub zone firm, woman-owned or operated or certified Service-Disabled Veteran-Owned?� If so, indicated which apply. Is your business a large or small business? Do you have other Government/military agencies using the product, and if so which agencies, point of contacts (POCs) and contract numbers? What additional information would be needed from the USCG to better provide an answer to this sources sought or any potential Request for Proposal (RFP) for this type of solution? After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on Contract Opportunities website.� Responses to this sources sought synopsis are not adequate response to any future solicitation announcements.� All interested offerors will have to respond to the solicitation in addition to responding to this source sought synopsis.� Responses to this sources sought synopsis are NOT a request to be added to a prospective offeror�s list or to receive a copy of the solicitation.�
