Description
This is a synopsis for the upcoming Grease Traps solicitation. Details for the upcoming solicitation opportunity is listed below. The contractor shall provide all personnel, equipment, tools, materials, supervision and all other items or services necessary to perform Grease & Grit Trap, Lint Interceptor Trap, Sewage Holding Tank and Oil/Water Separator Maintenance as defined in this Performance Work Statement (PWS). �Contractor shall be responsible for periodic maintenance to pump, clean and dispose of waste from in ground grease traps, grit traps, lint interceptor traps, oil/water separators, sewage holding tanks, and lift stations. In case of backup, contractor shall also clear drain lines coming from tanks, traps, and separators clear of obstructions up to 50ft. �Tanks, traps, separators and holding tanks are located in ground at various areas and buildings throughout Joint Base San Antonio (JBSA) Lackland and Randolph and associated annexes. �Workload estimates, including building numbers, tank and trap type, size, and pumping frequency. Contractor is responsible for all classes of non-hazardous waste. The contractor shall perform maintenance management of all tanks, traps, barrels, and separators to ensure tanks, traps, barrels, and separators comply with federal, state, local environmental laws, and with San Antonio Water Systems (SAWS), San Antonio River Authority (SARA), and Comal County regulations. �Contractor personnel shall obtain all required licenses and permits necessary to perform services and disposal prior to the performance of any work on this contract. �Maintenance management shall include but is not limited to: contractor establishing and adjusting pumping and cleaning frequencies, performing oversight of all traps, tanks, barrels, and separators and disposing of waste, off the installation, as necessary to ensure systems do not overflow. Drainage lines shall be clear of grease, oil, sand, dirt, and sludge to ensure they are kept free flowing for a distance of 50 ft from any tank, trap, and separator. �The contractor shall ensure all grates, covers, grills, locks, safety bars, etc., are repositioned on the tanks, traps, and barrels. Contractor shall ensure the surrounding work area is cleaned and disinfected to prevent annoying odors from any spillage before departing the area. �Contractor shall re-perform pumping, cleaning and clearing of clogged lines and traps/tanks when work requirements have not been adequately performed. �Re-performance shall be at no additional cost to the government. �The following list of federal regulations pertaining to liquid wastes is not all-inclusive. ��� �Resource Conservation and Recovery Act (as amended by the Hazardous and Solid Waste amendments of 1984), subtitle C, �Hazardous Waste Management.� ��� �Oil Pollution Act of 1990, Section 1001. ��� �The Clean Water Act, Title 3, �Standards and Enforcement�, and Title 4, �Permits and Licenses�. ��� �Title 40 CFR 260-282, �Hazardous Waste� ��� �Title 40 CFR Parts 104-149 �Water Programs�. ��� �Title 40 CFR Part 110, �Discharge of Oil�. ��� �Title 40 CFR Part 112, �Oil Pollution Prevention�. ��� �Title 40 CFR Part 401-471, �Effluent Guidelines and Standards�. ��� �Title 40 CFR Subpart F, �Releases from Solid Waste Management Units�. The period of performance is 5 (12-month ordering Periods): 1 Jan 2025 through 31 Dec 2029. This acquisition will be solicited as a 100% small business set-aside. The award will be a requirement's contract.The North American Industrial Classification System (NAICS) code is 562998, All Other Miscellaneous Waste Management Services. The Small Business Administration's size standard for NAICS 562998 is $16.5M.� The solicitation number is FA301625R0004. The solicitation will be available on/about 26 Oct 2024, at SAM.gov. Prospective offerors will be advised that if tentatively selected for award, they must register with the System for Award Management (SAM) (http://www.sam.gov) and obtain a Commercial and Government Entity (CAGE) code prior to any award being made. The solicitation will close on/about 8 Nov 2024. Paper copies of this solicitation will not be physically issued, and telephone and faxed requests for the solicitation will not be honored.
