In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.� SUBJECT: Data Driven Test Course, support the development, instruction and sustainment of curriculum for USAF Test Pilot School at Edwards AFB, CA. DESCRIPTION: USAF TPS is seeking qualified contractors to support the development, instruction and sustainment of curriculum focused on preparing graduates to test autonomous aircraft and data-driven mission systems. The curriculum should focus on the following Curriculum Focus Areas: (1) Data-Analysis and Controls for Flight Sciences, (2) Data-Driven Analysis and Decision Making for Mission Systems and (3) practical capstone exercises in simulation and testing autonomous aircraft. 1.� This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13.5) will be used for requirement. 2.� Solicitation Number: PZZDTPS250003 **Please provide the full solicitation number on all packages** 3. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2024-07 and DFARS Change 10/01/2024 and DAFAC 2024-0612. 4. THIS REQUIREMENT WILL BE: Firm-Fixed Price; Unrestricted. Education/Training - Other. The North American Industry Classification System (NAICS) number for this acquisition is 541715 with a size standard of 1,000 employees. 5.� The estimated magnitude of the anticipated total contract�price (base plus four option years) is between $500,000 and $1,000,000.� The estimated magnitude of each anticipated contract year is between $100,000 and $250,000. 6. Submission instructions: Interested parties who believe they can meet all the requirements for the items described in the synopsis are invited to submit, in writing, a complete quote including delivery FOB Destination Edwards AFB, CA 93524. 7. Offerors are required to submit a quote with enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. The provision at FAR 52.212-2, Evaluation � Commercial Items applies to this acquisition ADDENDUM to FAR 52.212-2, Evaluation � Commercial Items. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: a. Technical capability of the services offered to meet the Government requirement. b. Price. As the evaluation of competing quotations in the technical aspect become more equal in rating, the more important Price shall become in selecting the best value for the government. Technical areas shall be evaluated IAW FAR 13.106-2(b)(3), Evaluation of Quotations or Offers. BASIS FOR CONTRACT AWARD: This is an Unrestricted solicitation. This is a competitive solicitation using simplified acquisition procedures and Best Value in which competing offerors technical performance and price will be evaluated to determine the award. Technical areas are more important than Price. 12. By submission of its offer in accordance with the instructions provided in provision FAR 52.212-1 ""Instructions to Offerors"" the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, the model contract, and technical requirements, in addition to those identified as evaluation factors. All technically acceptable offers will be treated equally except for their prices and performance records. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows: a. Technical Acceptability - Quotes must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met: Technical capability of the services offered to meet the Government requirement of the Performance of Work Statement (attachment). b. Price Evaluation - Next, offerors will be ranked according to total evaluated price (TEP).� The TEP is a sum of the base year and all options. �Included as part of the price evaluation is a review for price reasonableness. An offeror's proposed Total Price will be determined by as called for in the Performance of Work Statement. Offerors whose total evaluated price is unreasonable, unbalanced, or unaffordable may be considered unacceptable and may be rejected on that basis. To reiterate for reasonableness the total evaluated price will be evaluated. Up to one award will be made under this solicitation.
