Description
The U.S. Army Corps of Engineers, Detroit District is seeking contractors for the 15kV Switchgear Replacement project located at the Soo Locks in Sault Ste. Marie, Michigan. The U.S. Army Corps of Engineers, Detroit District intends to issue a Request for Proposal (RFP) to award a single firm fixed-price construction contract for the replacement of the existing 15kV medium voltage switchgear in the Main Powerhouse. This current switchgear is original equipment and is causing increased reliability and operational risks due to obsolete parts and age. This project is for the replacement of the complete medium voltage switchgear system which includes cabling, all generator instrumentation transformers, benchboard modifications including new metering, control switches and internal wiring, revisions to existing protective relaying settings as required, surge arrestors, and interface wiring for alarm, communication, and control. This project also replaces asbestos cable tray with a new cable tray. This project will increase the reliability of the power distribution with the replacement of outdated obsolete equipment. General Information: This procurement will be evaluated utilizing FAR Part 15. The solicitation will be issued under Solicitation Number W911XK24R0037. This presolicitation notice updates the notice previously posted on June 1, 2023 which referenced the prior pre-solicitation number W911XK23R0003. In accordance with FAR 36.204 the magnitude of construction is between $5 million and $10 million. The project will be solicited under Full and Open Competition. North American Industrial Classification System (NAICS) is 238210 Electrical Contractors and Other Wiring Installation Contractors. The Small Business Size Standard for this NAICS is $19 million in average annual receipts. Product Service Code (PSC) 6110 � Electrical Control Equipment The Solicitation is anticipated to be issued in May/June 2024. The solicitation package materials, documents, drawings, specifications, and attachments will be available only electronically and via sam.gov where there will be a link to the attachments which will be stored in the Procurement Integrated Enterprise Environment (PIEE) system. Electronic submission is required through the PIEE Solicitation Module suite at https://piee.eb.mil/. All contractors must be registered on both SAM.gov and PIEE. The Government will NOT supply hard copy documents to any interested parties as a result of this solicitation.� Please note: the Government will NOT maintain a bidders list during the solicitation period. Interested contractor must have an active registration in the System for Award Management (SAM) prior to submission of proposals to be eligible to conduct business with the Federal Government.
