Description
The purpose of this amendment is (1) provide clarity as this acquisition is a total small business set-aside; (2) provide updates to the instructions to offerors; and (3) provide updates to the basis of award. The U.S. Army Corps of Engineers (USACE), Baltimore District, is issuing a solicitation for Construction Management Support (CMS) Services for the Bureau of Printing and Engraving (BEP) new Currency Production Facility (CPF), Beltsville, MD. The procurement is utilizing Full and Open competition after exclusion of sources (Total Small-business set-aside), as a firm-fixed price contract utilizing FAR Part 15 - contracting by negotiation, under NAICS Code 236220, Commercial and Institutional Building Construction, with a size standard of $45,000,000.00. The purpose of this requirement is to provide CMS services to support the construction of the BEP new CPF building. The work includes field level CMS services to provide Quality Assurance (QA) oversight/inspection and contract administration activities. Due to the size and complexity of the project, the Government expects to have multiple discipline specific QA teams. During the peak placement of construction, it is anticipated that a range of 20 to 30 technicians, inspectors, and/or tradesman would be needed on-site daily for CMS services.
