Description
U.S. Department of the Interior, Bureau of Reclamation, Denver Office, Acquisition Management Division intends to negotiate and award a sole source contract in accordance with Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The requirement is to provide follow-on engineering services for the PBRWS P2S2 Construction Contract. Intent is to obtain a follow-on contract with the previous A-E entity due to a significant requirement of this contract is for the Consultant to have worked on previous design phases of this project, to be involved during the construction phase of the project and maintain engineer of record responsibilities during their project design. Required services include but are not limited to reviewing Contractor Required Submittal Number (RSN) for accuracy and completeness, reviewing Contractor requests for information; reviewing Contractor requests for changes, reviewing Contractor requests for proposals, reviewing Contractor claims, and conducting site visits to help resolve construction issues, check on the progress of the work and support commissioning efforts. The estimated cost of the Construction Phase Services is $1,000,000-$5,000,000. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, any System for Award Management (SAM) registered firm that can meet the requirement may give a written notification to the Contracting Officer in the form of a capability statement, including an explanation on how the contractor would be able to effectively and efficiently operate in the same footprint as the current contractor. Responses must be provided by Wednesday, November 6th at 9:00 am ET. A determination by the Government not to compete this procurement will be based on market research, including responses to this notice. It is within the Government's sole discretion to decide whether the information received in response to this notice warrants development of an alternative approach or not. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The U.S. Department of the Interior, Bureau of Reclamation, Denver Office, Acquisition Management Division, will not reimburse any firm for developing a response to this notice.
