Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Advantor Systems to furnish and install electronic security systems (ESS) for the new Nuclear Command, Control, and Communications (NC3) and the new Logistics Readiness Squadron (LRS) facilities to be constructed on Hanscom Air Force Base (HAFB). This NOI is combined for two (2) separate projects to be performed by separate contractors: a Design-Build (D-B) contract for a new NC3 facility and a Design-Build (D-B) contract for a new Logistics Readiness Squadron (LRS).� The ESS for the NC3 and LRS facilities must be fully interconnected to and completely compatible with the existing base wide ESS on the HAFB campus. The ESS Front End on HAFB is the Advantor System Suite for Networks (ASN) system. This integrated system provides a full-featured user interface to perform security functions such as alarming and alarm monitoring. This front end system located in the Base Defense Operations Center provides HAFB security forces with the capability to remotely monitor and control all the security systems located in buildings throughout HAFB from one location. Critical security alarms must be acknowledged and controlled immediately upon detection thru the existing ESS system front end to enable the protection of personnel, equipment, and secure information. The building level ESS for the NC3 facility will consist of an intrusion detection system (IDS) and an access control system (ACS). The NC3 Facility will contain secure areas. Accreditation of these secure areas requires the facility to have a fully functioning ACS and IDS. Additionally, portions of the ESS for the new NC3 will be an expansion of the existing ESS in adjacent Building 1102. The existing security system in Building 1102 is by Advantor Systems. This expansion of the existing system must be fully integrated so that management of the entire expanded system can be administered from the control hardware and software in either building. The LRS Facility will include an Arms Vault which will require an IDS to protect it from unwarranted intrusion and the theft of weapons. Both systems must be fully integrated into the existing base-wide ESS (Advantor ASN system). The intent of the sole source requirement is to furnish and install ESS systems from Advantor Systems in both the new NC3 and LRS facilities. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Advantor Systems ESS. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Advantor Systems ESS for the NC3/LRS procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
