Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE PROTOTYPE PROJECT AND IS NOT A REQUEST FOR PROTOTYPE PROPOSALS OR WHITE PAPERS. The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) intends to issue a sole source Request for Prototype Proposal (RFPP), in accordance with 10 U.S.C. � 4022, to Epirus, Inc., 12831 Weber Way, Hawthorne, CA 90250, for the award of a prototype Other Transaction Agreement (OTA) for the Generation II (GEN II) Integrated Fires Protection Capability High Power Microwave (IFPC-HPM). The proposed OTA follows the competitively awarded prototype OTA number W50RAJ-23-9-0002. U.S. Army RCCTO has a requirement to develop an enhanced GEN II IFPC-HPM prototype incorporating Solider feedback developed from Engineering Developmental Tests into the existing Epirus IFPC-HPM design.� IFPC-HPM is a Counter Unmanned Aerial Systems (C-UAS) weapon system prototype supporting the Army�s larger modernization strategy for air and missile defense.� The GEN II IFPC-HPM prototypes will increase effective range through increased peak power and configurable polarization; lethality through waveform advancements; reliability, maintainability, and safety based on soldier feedback on Generation I; with initial delivery planned for Q1FY26 and testing supported by spares and contractor logistics support.� IFPC-HPM is an Epirus, Inc.-developed product with very limited Government data rights, therefore U.S. Army RCCTO believes Epirus, Inc. is the only responsible source capable of developing and delivering the prototypes within the required schedule; competition of this effort is not practicable and will not meet mission fielding requirements. This notice of intent is not a request for competitive proposals or white papers and no solicitation document will be posted for this requirement; however, all responsible sources may submit a capability statement demonstrating the ability to provide the requested prototypes, which shall be considered by the agency before the intended award date. Subcontracting opportunities may be available and should be sought with the prime, Epirus, Inc. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No request for capability briefings will be honored. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1300 EST, 18 October 2024 to the Agreements Officer, Joshua Flinn, at joshua.e.flinn.civ@army.mil.
