Request for Information Reference # 01002024-002 Capitol Power Plant (This is not a Request for Quotations; this is for market research purposes) The Architect of the Capitol (AOC) has a requirement for a contract for Capitol Power Plant, with a period of performance of a one-year base a four- one-year option periods. PROJECT TITLE CAPITOL POWER Plant Communications-Public Address System Upgrade Background Established as a permanent office in 1876, the Architect is provided permanent authority for the care and maintenance of the United States Capitol based on Section 1811 of Title 2 of the United States Code.� The Architect is responsible for the maintenance, operation, development, and preservation of 17.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill.� This includes the U.S. Capitol, House and Senate office buildings, the U.S. Capitol Visitor Center, the Library of Congress, the Supreme Court of the United States, the U.S. Botanic Garden, the Capitol Power Plant, and other facilities.� The Architect also provides professional expertise regarding the preservation of architectural and artistic elements entrusted to his care and provides recommendations concerning design, construction and maintenance of the facilities and grounds. The United States Capitol Power Plant is comprised of multiple buildings located within a square city block and needs upgrading their aging communications-paging system.� This current system allows mass notification, as well as peer to peer paging, work related communications and emergencies. SCOPE OF WORK The intent of this project is to procure, plan, install and commission a new communication � public address system for the United States Capitol Power Plant (CPP). This new system shall be able to provide clear, noise free communications to all CPP buildings, and the necessary or required locations within the CPP buildings. The new system shall be expandable, addressable, fabricated of commercial off the shelf components (COTS) to thrive in various and harsh environments across the CPP building locations.� The new system shall also have reporting capabilities to allow quick identification of component issues, alarming features, audio features, and visual signaling devices. The new paging system shall also monitor the existing Fire Alarm system and momentarily silence the Fire Alarm system to allow the Page to be announced. The base scope of work shall be divided into three (3) tasks. Task 1 (CLIN 1) is a submission of a Project Manual. The project manual shall include all listed items necessary to complete the installation of the new communication/paging system as stated under Item 5.1. The project manual shall be fully approved by AOC Project Manager and Jurisdiction Project Coordinator (SPC or JPC) after review and endorsement from selected task leaders. The review process will be done in eBuilder. Task 2 (CLIN 2) will be installation of the new communications and public address system within the CPP (see item 5.2) and the removal of the existing after the new system is already operating. Task 3 (CLIN 3) is an option for a yearly equipment maintenance for a period of 5 years. Separate costs for the Base contract (Task 1 and 2) and the Option (Task 3) in the proposal. See Item 5.3.
