- Pursuant to FAR Subpart 13.5, Veterans Health Administration (VHA), Network Contracting Office 5 intends to conduct a sole source acquisition for medical physics peer review services from the University of Texas M.D. Anderson Cancer Center (SAM UEI: S3GMKS8ELA16). Under the contemplated three-year contract, the University of Texas M.D. Anderson Cancer Center will provide medical physics peer review of radiation therapy quality assurance operations for the VHA National Radiation Oncology Program Office. For example, it will provide all resources necessary to perform periodic on-site dosimetry and quality assurance (QA) reviews, annual remote audits of treatment machine calibration of both photon and electron beams, and credentialing of advanced radiation therapy techniques such as Intensity Modulated Radiation Therapy (IMRT), Image-Guided Radiation Therapy (IGRT), and Stereotactic Body Radiation Therapy (SBRT) and Stereotactic Radiosurgery (SRS) for 41 VHA Medical Centers with on-site radiation therapy facilities. It will also perform analysis on lung phantoms that account for the target motion management method used by the facility as part of the facility s SBRT credentialing approval. On-site visits will include validation of Standard Operating Procedure (SOP) for the use of daily image guidance used for SBRT, data indicating reliability of patient alignment must be provided including their residual positioning uncertainty, documentation of acceptance testing and commissioning of the technical and clinical components of the facility s SBRT program. This notice of intent to conduct a sole source acquisition is not a request for competitive proposals. However, any responsible source who believes it is capable of performing the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
