THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS This announcement is for market research purposes only. This is not a solicitation or request for proposals of any kind. It is curently unknown if a solicitation will be posted to SAM.gov, or if simplified acqusition procedures may be used with a limited competition pool established from responses to this announcement. The solicitation process is anticiplated to occur within 30 days after the close of this announcement. Interested offerors are highly encouraged to respond to make their interest known.�� The purpose of this announcement is to determine interest among industry for FAA consideration for Small Business set-aside concerns. Further set-aside to SBA 8(a) program participants, Service-Disabled Veteran Owned Smal Business (SDVOSB), or Woman-Owned Small Business (WOSB) concerns may be considered based on responses received. Further set-aside to local area vendors may also occur based on responses received. At this time, a single source or direct award is not being considered by the FAA.� A limited competition pool may be utilized for soliciation if market research and responses received indicate FAA simplified acquisition procedures may be appropriate for this requirement, and a reasonable expectation exists that adequate competition will be received. As such, interested vendors are highly encouraged to respond to this announcement to be considered. Responses received�that appear to indicate interest in this requirement only if a direct award will be considered may be excluded from this pool if the FAA cannot obtain a reasonable expectation the vendor will participate in a competitive environment from thier response.� � � �� FAA�S INTENDED PROCUREMENT STRATEGY The FAA intends to pursue a single Firm Fixed Price (FFP) competitive contract award to the lowest total price offeror otherwise eligible for award.� An active registration in System for Award Management (SAM.gov) which possesses no exclusions, and no recent or relevant adverse past performance is required for award eligibility. Also, eligible offerors wil be required to demonstrate successful completion of at least two previous projects of similar scope and magnitude within the last previous 5 years.� � ALL DOCUMENTS IN THIS ANNOUNCEMENT ARE DRAFT FORMAT Please note that all documents attached to this announcement are in DRAFT format and are subject to change. Interested vendors are encouraged to provide any questions, comments, or concerns related to the requirements contained in the draft documents to assist the FAA in identifying any gaps, deficiencies, or potential errors in this requirement prior to release for solicitation. REQUESTED RESPONSES FROM INTERESTED AND CAPABLE VENDORS The FAA requests interested vendors to include the following information along with their submission: 1. Company Capability Statement: a. Company name b. Company POC contact information c. Company SAM Unique Entity Identifier (UEI) Code d.� Recent and relevant projeects of similar scope and magnitude within the last 5 years. 2. Project Specific Information: Site of Interest, Expected programmatic approach (in-house, teaming, subcontracting, etc.), and estimated schedule a. A clear statement your company is interested in submitting a bid if included in a limited competition pool.� b. Percentage of work your company would self-perform and high-level list of tasks c. Percentage of work your company would subcontract and high-level list of tasks d. List of companies your company would team with and/or subcontract e. Estimated Schedule (days after award) needed to complete the project(s) f. Any questions or suggestions regarding the FAA�s draft documents.� 3. Rough Order of Magnitude: A ballpark estimate for the FAA�s budgetary planning purposes for the site(s) your company is interested in bidding on. Estimated cost ranges are welcome for this response. No award decision will be considered from this information. Responses to this announcement are requested by 4:00 p.m. Central Time (Oklahoma Time) on October 4th, 2024.
