Description
The Department of State (DOS) Office of Acquisition Management (AQM), Diplomatic Security Contracts Division (DSCD), Security Branch (SB) intends to award a sole source contract to Privoro Government Solutions, LLC, 10429 South 51 Street Suite 100 Phoenix, Arizona 85284-2891 pursuant to FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available for exclusive licensing agreements. The proposed acquisition is being made in support of DOS, Bureau of Diplomatic Security Directorate of Cyber and Technology Security (CTS) Office of Technology Innovation and Engineering (DS/CTS/TIE) to acquire Privoro hardware, software, and services as follows: Privoro RAVN dashboard services and SafeCase hardware solutions - this will include ecosystem monitoring, SafeCase functionalities, on-site training, and hardware provisioning for 15 SafeCase Carbons (Samsung S23), 5 SafeCase Carbons (iPhone 15), and 5 SafeCase Onyx units, and Shipping cost. The primary mission of the Diplomatic Security Service�s (DSS) Cyber and Technology Security (CTS) Directorate is to safeguard the U.S. Department of State�s information and IT assets at more than 275 locations around the world. This includes protecting a global cyber infrastructure comprising networks, systems, information, and mobile devices. Since its formation in 1986, DSS has continued to mature its cybersecurity capabilities. The organization established CTS as a separate directorate in May 2017 to more fully leverage its advanced technology and operational security expertise to identify and respond to cyber risks and threats. This includes security challenges originating from hackers, rogue operators, nation states, and insider threats. CTS core responsibilities include: Cyber Incident response In-depth analysis of malicious activity/attempted intrusions Cyber threat intelligence analysis and reporting Vulnerability assessments and testing Technical security assessments Cyber policy and awareness Law enforcement investigations and technical surveillance DSS keeps pace with the latest techniques and technology employed by malicious cyber actors to ensure the State Department is positioned to defend against cyber adversaries and make informed risk management decisions. DSS personnel and programs provide the subject matter expertise and integrity to facilitate the secure deployment of emerging technologies and positive change throughout the department. The proposed vendor developed and owns the propriety hardware, software, and solutions that are used in these products and support the services specifically required for this acquisition, therefore the proposed source has the sole unique technical and other resources required for this acquisition. A request for more information, or a copy of the solicitation will not be considered an affirmative response to this Notice. Telephone responses or inquires to this Notice will not be accepted. AQM/DSCD/SB will consider written responses received electronically no later than Thursday, 09/27/2024 at 5:00pm ET to Sara Marron at MarronSM2@state.gov. Responses must include sufficient evidence that clearly shows your company can provide the content described in this notice. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, DOS will make an award on a sole source basis to Privoro Government Solutions, LLC. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party.
