Description
AMENDMENT 0001 The purpose of this amendment is to answer requests for information received:� 1) The updated kits do not have Starlink Wifi Routers included with the kit. Are you planning on using your own router or would you like us to include the Starlink Gen3 Wifi Router, which is sold separately, in our pricing?� GOVERNMENT RESPONSE:�With regards to the Wi-Fi router we�d like the pricing for the current configuration SpaceX is offering without the wifi router. When we�d reached out to SpaceX about this requirement they�d let us know of the current configuration and that most of our requirement was not available through their GSA contract but we didn�t realize the configuration had changed for the open market as well. 2) The new kit configuration also includes a 25m Starlink Cable in place of the 8m cable. If each terminal will have a 25m cable included with it, will you still need the additional (6) 25m cables?� GOVERNMENT RESPONSE:� Since the new kit configurations come with a 25m starlink cable, we do not require all six (6) originally requested, this amount is being reduced to three (3).� 3)�Could you please confirm if you are requesting activation for two terminals, each for a duration of one month? GOVERNMENT RESPONSE: Yes, the additional terminals will be activated at a later time.� REVISED�(vi) Description of items to be acquired- This is a BRAND NAME REQUIREMENT FOR STARLINK PRODUCTS IAW with the Attachment 2 � Brand Name J&A Starlink. This information will be used to determine the technical acceptability of the product offered. Technical Capability Information is included �Description of Items to be Acquired� section (vi) above. (ix) �The provision at 52.212-2, Evaluation - Commercial Items applies to this acquisition. Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR part 13.106. The evaluation criteria is LOWEST PRICE TECHNICALLY ACCEPTABLE. ADDENDUM to 52.212-2, Evaluation � Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a lowest price technically acceptable RFQ. The following factors shall be used to evaluate offers: Price Technical capability of the item offered to meet the Government requirement. Past Performance Authorized Reseller of Starlink a Division of Space Exploration Technologies Corp who is authorized to sell directly to the federal government. (b) Evaluation is on Lowest Price Technically Acceptable (LPTA) basis. All offers will be evaluated on their proposed Total Price. The contract will be awarded to the company with lowest price, which also fully meets all specifications and quantities. Only the lowest priced proposal will be evaluated for technical acceptability (to be based on the product requirements and quantities as stated above in section (vi) Description of items to be acquired) and past performance on a pass/fail basis (based on FAPIIS exclusions). ALL firms or individuals responding MUST be authorized GOVERNMENT resellers of Starlink a Division of Space Exploration Technologies Corp, this will be independently verified prior to award with Starlink. Offerors who�s �authorized reseller� status cannot be verified will not be eligible for award as it is a violation of Starlinks terms and conditions. The next lowest offer will only be evaluated if the aforementioned offer is not found technically acceptable and an authorized reseller of Starlink (and so on). Only one award will be made under this solicitation. Award will be conducted under the provisions of FAR Part 12, Commercial Items, and FAR 13, Simplified Acquisition Procedures. Submit only written quote/offer; oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt I, Offeror Representations and Certifications -- Commercial Items, with its offer. Completion of FAR 52.212-3 electronically at sam.gov is acceptable. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause.
