- Notice of Intent to Sole Source (1) Telops MS M2k UD, high-speed multispectral infrared (IR) camera, custom filter wheel, and infrared lens. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Telops. The NETL requires the Telops MS M2k UD, high-speed multispectral infrared (IR) camera, custom filter wheel, and infrared lens. This infrared camera will support high-speed imaging measurements of surface temperatures and gas emissions in advanced energy conversion devices. Specifically, this includes characterization of cooling effectiveness in unsteady combustion applications, and pollutant formation behind hydrogen detonation waves and ammonia flames. This instrument will be used in the Morgantown Advanced Combustion Facility in conjunction with the Conjugate Aerothermal test rig, the optically accessible rotating detonation combustor, and the high-pressure ammonia combustor currently under development. The high image capture rates are also only available with a large sensor size, high resolution, and wide spectral range from Telops. This camera was selected due to its speed, multispectral capability, wavelength range, good value, and high reliability/support. The specialized nature of the instrument and the fact that Telops is a recognized leader of this application. The multispectral capability of this camera series is a unique capability that no other supplier surveyed can provide. A camera without these capabilities would likely not be able to measure the desired surface temperatures and gas emissions in these projects. This is considered a sole source to Telops as to the best of the NETL�s knowledge, based on market research conducted, Telops is the only known source that can offer this specific high-speed multispectral infrared (IR) camera. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1:00 PM ET on September 26, 2024. Responses must be submitted in writing to the purchasing agent, Rebekah Parks, via email at rebekah.parks@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
