- Q&A Repsonse Question: According to the Statement of Work for the above referenced Notice, the job requires a Honeywell security system. My question is can this requirement be substituted for a DMP or Continental system meeting the�same specifications? Response:The base standard/Base Defense Operations Center (BDOC) head-in is the vindicator system. A Honeywell V5 is required to annunciate to the proper monitoring station.� A technical evaluation of any alternatives that don't work with main base Lackland will be techncially unacceptable if incompatable with the current system. Question: Fiber install? Response: No fiber install, any further fiber needed will be done by Government in the event of an unforeseen issue. The 149th Fighter Wing requires a contractor provide card reader control and intrusion detection system (IDS) for RSS2 reporting back to the 802d SFS Base Defense Operations Center (BDOC) in order for the facility to be accredited as a Special Access Program Facility capable of controlling access to the facility by mission required personnel during normal duty hours and after-hour 24/7 monitoring by BDOC. Lowest Price Technically acceptable. The RSS2 facility houses two F-16 simulators which provides training to 50+ permanent party F-16 Instructor Pilots, and supports the 19Air Force Mission of training F-16 Basic, Transition, and Senior Officer pilot production to the Total Force. The 149FW currently has 6 F-16 simulators in secure and accredited facilities; the additional 2 simulators in RSS2 will boost pilot production and simulator training by 25% and build training redundancy in the event of simulator down time due to maintenance.� These F-16 Simulators are considered classified hardware and need to be housed in a secure facility to facilitate classified training and discussion. Due to this, the IDS needs to be provided and installed to meet ICD705 standards for classified storage to enable the operation of the F-16 simulators.�
