Please see the attachments for ""24RE012_DRAFT RFP_QA_091624."" ________________________________________________________________________________________________________ The purpose of this announcement is to release a Draft Request for Proposal (RFP) to industry for the purpose of requesting feedback from sources capable of meeting the full services student transportation requirements in Guam prior to the release of the formal RFP. The Department of Defense Education Activity (DoDEA) requires a contract that provides all personnel, including but not limited to Drivers, Safety Aides, Safety Attendants, Office Assistants, Contract Managers, services, supplies and/or equipment necessary to perform student transportation services to DoDEA Guam Schools. Transportation services for students must be completed in the safest and most efficient manner possible following all Guam laws and military installation regulations. THIS IS A REQUEST FOR INFORMATION ONLY.��This is draft RFP is issued solely for informational and planning purposes. It does not constitute a formal solicitation (RFP) or promise to issue a solicitation in the future. This draft RFP does not commit the Government to contract for any supply or services. The Government is NOT seeking proposal at this time. The intent of this draft RFP is for potential Offerors to provide feedback on the draft RFP requirements. Responders to this request is to be advised that the Government will not pay for any information or administrative costs incurred in response to this draft RFP. All costs associated with responding to the draft RFP will be at the Responder's expense.� The following are documents that are available for feedback as part of the draft RFP Package: Draft Solicitation (SF1449), Performance Work Statement (PWS), Route List, Commuting Area Map, Attachment X2 - Personnel List, Attachment X3 Vehicles list, Attachment 3 - Volume II Past Performance, and Attachment X4 Price. *Note: Responders will be required to submit Attachment X6_NDA to esther.yi@dodea and david.infante@dodea.edu in order to be provided the Route List and Commuting Area Map.� Information Requested:� Interested Offerors are invited to submit comments to the Government to ensure the draft RFP is understood and clear for any potential Offeror to submit proposals on the requirements. The Government's intent is to review the feedback and ensure that the resultant RFP accurately and clearly describes the requirements that is easily understood by all potential Offerors. Please note that the Government is not obligated to incorporate all of the recommended feedback. In addition, the requirements may differ in the resultant solicitation from the draft RFP.� The Government would also like to request responses to the following questions as part of market research in accordance with FAR Part 10: 1. Would your company be more likely to make an offer if the requirement was split into three smaller geographical zones instead of one large zone covering the island? Each zone would be offered independently from one another, with Offerors submitting proposals for a single, combination, or all of the zones. 2. Would your company be more likely if the solicitation and eventual contract award was split into different requirements: a separate solicitation/contract for bus drivers, a separate solicitation/contract for safety aides and attendants, and a separate contract for the vehicles? All information received in response to this draft RFP marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified.� Submission Details: Interested Offerors are invited to submit a written response to the following points of contacts identified below, no later than 12:00PM EST on 13 September 2024.
