THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. THE GOVERNMENT IS NOT SEEKING OR ACCEPTING UNSOLICITED PROPOSALS. This is a Request for Information (RFI) as defined in FAR 15.201(e).� The Naval Sea Systems Command (NAVSEA), on behalf of the Command-and-Control Program Executive Office directorate (PEO IWS 6.0), is conducting market research to seek industry inputs and interest as well as identify potential sources that possess the capability to accomplish potential future requirements in support of the U.S. Navy�s next generation Inertial Navigation System (INS) designated the AN/WSN-12. The information obtained in response to this RFI is intended to increase our understanding of industry interest and capability for INS and inform acquisition decisions related to the INS program. SECTION 1: ABOUT INERTIAL NAVIGATION Inertial Navigation Systems (INS) are a vital component used by both submarines and surface ships for precise navigation in the absence of reliable Global Positioning System (GPS) data. This system integrates gyroscopes and accelerometers to continuously measure the vessel's movement in three dimensions, providing accurate position, attitude, and velocity data relative to an initial starting point. The AN/WSN-12 INS is completing development and being fielded at Low-Rate Initial Production (LRIP). The AN/WSN-12 is the planned replacement for the Navy�s legacy AN/WSN-7 INS, widely fielded in the U.S. Navy Fleet. The AN/WSN-12 is a form, fit, function replacement for the AN/WSN-7, capable of being seamlessly backfit on existing naval platforms and being used in new construction platforms as well. The AN/WSN-12 utilizes a Fiber Optic Gyroscope (FOG) developed under contract N00024-16-C-5226 by Northrop Grumman Corporation and contains proprietary technology. The intended outcome of this potential future effort is a follow on to the current AN/WSN 12 efforts, delivering a complete Inertial Navigation System (INS) that meets U.S. Navy requirements set forth in this RFI. Current INS efforts are being completed by Northrop Grumman Systems Corporation, Charlottesville, Virginia, under contracts N00024-20-D-5230 and N00024-23-D-5234.� SECTION 2: SCOPE Potential future requirements in this notice consist of the respondent enabling INS modernization and productions efforts by serving as the System Design Agent (DA) and providing Engineering Support (ES) as well as manufacturing the modernized INS. This system is designated as the AN/WSN-12 INS and support for the potential future requirements is expected from Fiscal Year (FY) 2026 through FY 2031 with the first INS shipset (generally two INS per ship) delivery required no-later than the 4th quarter of calendar year 2026 with a minimum of two-shipsets per month thereafter. The total number of shipsets required has not been determined. �This potential opportunity may be referred to as �INS DA/ES-P�. To satisfy the INS requirements identified in this source sought, the AN/WSN-12 FOG (developed under contract N00024-16-C-5226) may be utilized by offerors during follow-on efforts but is only available through partnership with Northrop Grumman Corporation (NGC) due to proprietary sensor technology.� The NGC FOG is not required to be utilized to meet INS performance requirements and respondents may propose any technology that will satisfy the provided system requirements. The scope of work requires a source that will possess the required capability to meet the required system performance, system interfaces and program delivery schedule necessary to fulfill U.S. Navy and foreign military requirements prior to contract award. ��� Any potential contract award will be based in part on the offeror�s demonstration to the Government that its production capability, engineering approach and technical solution for the INS can meet the form, fit and function requirements.� NAVSEA anticipates that the majority of the work contemplated under this notice will be performed at the contractor's site.� It is anticipated that procurement funding will be utilized for this potential opportunity. �Limited research and development funding is expected to be available from the government. � SECTION 3: SUBMISSION INSTRUCTIONS NAVSEA invites all interested potential sources, including small businesses, to submit written information sufficient to demonstrate the respondent's ability to fulfill the requirements through addressing the questions in Section 3. Qualified firms must demonstrate that they possess the requisite facilities, equipment, and capabilities to perform the work. Please note that it is anticipated that, at a minimum, a US facility security clearance level of SECRET is required prior to award. Responses shall be submitted via email to the points of contact listed in this notice and must be received no later than 30 days of posting. Please ensure that the subject line of any emails containing responses or questions related to this notice includes the name of your firm and ""INS Design Agent Engineering Support RFI Response"" (without quotations marks). Please limit responses to a maximum of fifteen (15) pages in length, excluding the cover page, with a minimum font size of 10 points. Generic capability statements that do not address the information requested in Section 3, Submission Instructions, will be deemed non-responsive without any further communication from the Government. All responsive submissions received within thirty (30) days after date of publication of this synopsis will be considered by the Government. All information received bearing proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contacts listed in this notice. All materials submitted in response to this RFI should be UNCLASSIFIED. UNDER NO CIRCUMSTANCES SHOULD YOU SUBMIT A CLASSIFIED RESPONSE TO THIS SOURCES SOUGHT RFI. ANY CLASSIFIED RESPONSES RECEIVED WILL NOT BE CONSIDERED. Referenced attachments, System Requirements Document (SRD) and Interface Control Document (ICD), are Controlled Unclassified Information (CUI) and will only be supplied, via DoD SAFE, once respondent has reviewed, complied with, and completed the attached Terms of Use Agreement (TOUA). �Any required classified information will be supplied, if requested, during this Sources Sought period through the process outlined in the TOUA. Your company may respond to this RFI without receiving the classified appendix. Indicate if your company currently has or has ever had a Facility Security Clearance (FCL). SECTION 3.3: EXPERIENCE AND CAPABILITIES 3.3.1: Respondents are requested to address the following items: How would respondent plan to provide a system that meets the performance requirements set forth in the attached SRD and ICD maintaining the backwards compatibility necessary for a form, fit function AN/WSN-7 INS replacement? NOTE: Attached SRD refers to a Navigation Unit (NU). For the purposes of this RFI, NU and INS may be used interchangeably. Would respondent plan to utilize the government developed replacement FOG ISM, developed under contract N00024-16-C-5226 and discussed in Section 1 and 2, or does respondent plan to meet INS performance requirements with a different sensor? How long it would take respondent to successfully engineer, produce, test, and deliver a qualified INS to the government that meets the requirements of the SRD and ICD? Provide a high-level execution schedule to indicate the reasonability of your assumptions for item 3.3.1. c). Provide expected monthly throughput manufacturing capability for your proposed approach. Provide similar programs which your firm has experience successfully executing to speak to the reasonability of your schedules and assumptions. Provide a Rough Order of Magnitude (ROM), defined as +/- 30%, cost estimate to deliver an INS shipset (two units). Also include if your proposed solution requires any Research and Development (R&D), other Non-Recurring Engineering (NRE) costs, or manufacturing set-up costs that you will require the government to fund. Please identify any proprietary technology or information that could potentially limit future production efforts and comment on respondent�s willingness to provide Government Purpose Rights to identified proprietary technology or information that would be required for future government production efforts. Please comment on respondent�s ability to function as the INS Design Agent (DA) though developing and maintaining design drawings, associated lists, develop Integrated Logistics Support (ILS), training documentation, Engineering Change Proposals (ECPs), general Configuration Management (CM), identifying and adjudicating Diminishing Manufacturing Sources and Material Shortages (DMSMS) and otherwise providing general systems engineering and sustainment support. Please comment on respondent�s experience meeting U.S. military shock and vibration requirements through engineering, analysis, and testing. 3.3.2: Barrier to Competition Identify any obstacles to competition in the areas of engineering processes, production facilities, test facilities, or scope of work that would hinder or restrict respondent�s involvement in a future competitive procurement. In addition, recommend solutions or mitigation paths for the Navy to overcome the obstacles. SECTION 4: DISCLAIMER This notice is not a request for proposals.� Per FAR 15.201(e), responses to this notice do not constitute offers and responses cannot be accepted by the Government to form a binding contract.� This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.� The Government makes no representations that a solicitation for the requirements described in this notice will be issued. Respondents are wholly responsible for any costs or expenses associated with submitting a response.� No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response.� Respondents will not be notified of the results of this notice.� The information obtained from submitted responses may be used by the Government in the development of a procurement strategy.� Information submitted in response to this notice will become the property of the United States Government.� Respondents should properly mark any materials submitted with the appropriate restrictive markings.� Information that is proprietary or competition-sensitive may be protected from disclosure under the public records statutes only if properly labeled as such.
